Position Summary

Join one of Canada’s leading rail infrastructure team as a Protecting Foreman/ Railway Security Flagperson. This bilingual position ensures the protection of rail operations, coordinating safe work zones and maintaining public and worker safety along active rail lines. The Protecting Foreman ensures compliance with the requirements of the Canadian Rail Operating Rules (CROR), General Engineering Instructions or equivalent, Customer Safety Instructions, Engineering Track Standards or equivalent, and PNR company policies and procedures throughout the job site including overseeing Sub-Foreman as applicable.

Primary/Essential Responsibilities and Duties
  • Ensures compliance to railway safety requirements and instructions utilizing a strong understanding of railway safe practices, company policy, and the Canadian Rail Operating Rules (CROR) including customer specific procedure as it relates to track protection and identifying emergency situations.
  • Provides instructions to ensure that all workers understand site specific requirements prior to commencing work under protection of Safety Watch/Lone Worker, Rule 841, Rule 842 and Track Occupancy Permit.
  • Be physically present with workers to ensure compliance with protection requirements.
  • Consults with the site Supervisor and/or contractor’s representative to understand scope of work being conducted, any potential hazards to the rail infrastructure and applies field level controls or protection as required to protect rail operations.
  • Communicates diligently with the work group being protected, Trains, other railway personnel, and Rail Traffic Controllers using established procedures and radio equipment to ensure the understanding of instructions, protection limits, work site hazards and other specific site conditions.
  • Applies knowledge of the requirements of the rules and regulations to support the safe and on-time movement of heavy rail commuter trains through work zones with minimal delay to project performance.
  • Provides on-site track protection according to the Canadian Rail Operating Rules.
  • Responsibly operates company vehicles and ensures all daily maintenance and inspections of the units are completed.
  • Performs additional duties as assigned by the Track Protection Supervisor.
  • Performs any administrative duties related to proper documentation as per PNR Quality Management System including daily flagging sheets to support time entries.
  • Required to assist with railway maintenance and construction when required.
  • Performs other duties and responsibilities as assigned.
Qualifications
  • A minimum of 2 years related experience in the railway industry specific to track protection.
  • Track Inspection Guidelines certification is an asset.
  • Certified in Canadian Railway Operating Rules.
  • Ability to read and understand specific documents including schedules, standard railway plans and specifications.
  • Ability to work in a safety sensitive position directing work groups on live railway corridors.
  • Knowledge of the occupational hazards, railway engineering safety regulations and safety precautions of the work being performed.
  • Strong verbal and written communication skills in English and French.
  • Proficient use of computers, tablets etc.
Physical Requirements
  • Works outdoors and able to be exposed to all weather conditions including extreme hot and cold temperatures.
  • Frequently stands, walks, climbs, balances, lifts, bends on uneven terrain.
  • Exposed to loud noise.
  • Exposed to live track/trains and high voltage.
  • Ability to work rotating shifts.
  • Ability to work independently or as part of a team.
  • Ability to maintain concentration and mental alertness in a variety of situations.
  • Strong analytical and problem solving skills.
