Position Summary

Reporting to the Program Manager Twin Otter, the Program Manager Twin Otter Recurring and Refurbishing is responsible for leading cross-functional projects from initiation through execution, ensuring delivery on schedule, budget, and quality targets. This role acts as a key liaison between internal departments, including Manufacturing, Sales, Operations, Engineering, Technical Services, Legal, HR, Finance, and Executive Leadership—as well as external stakeholders such as customers, suppliers, and consultants.

Key Responsibilities
  • Take full accountability for achieving approved project objectives, managing scope, schedule, cost, and quality.
  • Develop and execute detailed project plans aligned with approved goals.
  • Identify, assess, and mitigate risks impacting scope, schedule, cost, and quality; elevate when necessary.
  • Implement and maintain effective communication and governance frameworks to keep sponsors and stakeholders informed.
  • Manage change processes, ensuring milestones are met within committed schedules and budgets.
  • Monitor and report on risk and contingency plans within integrated change initiatives.
  • Establish and control project budgets using DHC cost management tools.
  • Define and monitor quality criteria, ensuring all projects meet or exceed established standards.
  • Drive timely decision-making through appropriate governance and regular progress reporting.
  • Communicate clear objectives, timelines, and priorities to project teams; hold team members accountable and provide feedback to functional management.
  • Oversee cross-functional projects supporting organizational change, engineering, manufacturing, and operations within schedule, budget, and quality constraints.
  • Schedule, budget, and evaluate program activities, ensuring alignment with company strategy and risk management practices.
  • Apply project management best practices to manage internal and external deliverables with high-quality standards.
  • Collaborate with internal and external stakeholders, including customers, to ensure efficient program execution.
  • Adhere to professional standards and company processes in all program activities.
  • Represent De Havilland professionally and courteously in all communications.
Education & Experience
  • 10 years of progressive project management experience in multi-functional, multi-level organizational environments.
  • Degree in Engineering, Business, Project Management, Aerospace, or a related field, or equivalent combination of education and experience.
  • 5+ years’ experience in a large component manufacturing environment, preferably aerospace.
  • Proven experience in program/change management, including evaluating and harmonizing change plans.
  • Strong financial acumen with experience managing project budgets and cost estimates.
  • PMP certification is highly desirable.
Skills
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Proficient with project management software (e.g., MS Project, Primavera) and ERP systems.
  • Strong team orientation and collaborative approach.
  • Ability to manage multiple projects and priorities simultaneously.
