Professional Learning Program Advisor

12-Month Contract - Full Time Position

Hiring Range: $62,094-$65,745

We are seeking a process-oriented analytical thinker and problem solver responsible for implementing, monitoring and reviewing the College’s Continuous Professional Learning (CPL) program in an inclusive and collaborative team environment. This includes communicating and supporting diverse members with CPL compliance requirements, administering member non-compliance with fairness, processing requests for deferral and conducting audits with an emphasis on education and remediation.

Reporting to the Manager, Professional Practice, the key areas of responsibility are to:

Responsibilities
  • Monitor and review cases of member non-compliance with continuous professional learning requirements in accordance with the Continuous Professional Learning Regulation.
  • Develop and review benchmark rubrics to ensure fair and consistent results of member compliance reviews and audits.
  • Perform audits (random and targeted) on member records, submissions and documentation related to continuous professional learning.
  • Manage member requests for deferral of CPL Program requirements. Review documentation submitted, recommend decision, and refer for approval/denial.
  • Administer membership suspension, revocation and reinstatement processes specific to CPL non-compliance (e.g., review and assess documents, liaise with Registration and Professional Regulation departments, request additional documentation as needed through formal correspondence).
  • Communicate with members and stakeholders on issues, concerns and questions related to CPL compliance (e.g., discuss how to comply and why compliance is necessary, discuss issues of non-compliance).
  • Collaborate with the internal communications team.
  • Support the ongoing development of the CPL Program. Conduct research and environmental scans to inform policy work. Write policies and procedures and create workflows (e.g., deferral policy, audit policy).
  • Perform regular reviews and updates to existing policies and procedures related to continuous professional learning.
  • Collect and compile qualitative and quantitative data for analysis and reporting. Create reporting tools and provide regular analysis of compliance data.
  • Conduct regular audits of data and automated processes in membership database and contribute to ongoing enhancements.
  • Support the work of the Standards of Practice Committee by preparing reports and presentations, attending meetings and leading discussions.
  • Keep up-to-date with applicable legislation, trends and practices.
  • Other duties as assigned.
Qualifications
  • Three or four-year college or university program.
  • 3 to 5 years’ experience including experience in the regulatory or early childhood education sector.
  • Bilingual (English/French) both oral and written.
  • Knowledge of the Early Childhood Educators Act, 2007, the Continuous Professional Learning Program, and familiarity with the Code of Ethics and Standards of Practice.
  • Judgement and analytical skills to assess risks and identify issues.
  • Flexibility to work well independently and in a team in an environment with changing priorities.
  • Written communication skills to prepare detailed and accurate documentation.
  • Listening, verbal communication and relationship building skills.
  • Resilience, tact and diplomacy to communicate with frustrated and concerned individuals (e.g., members) on sensitive matters (e.g., audits or issues related to compliance with continuous professional learning requirements) in a respectful manner.
  • Professional judgement to ensure that sensitive and confidential information related to members is managed accordingly.
  • Time management and attention to detail to perform compliance reviews on member files.
