Objectives

The Classification Centre of Expertise within the Human Resources and Workplace Services Branch is seeking the services of consultant(s) with experience in providing a variety of organization and classification services, including writing job descriptions, evaluation reports, or rationales for the Executive (EX) Group and, optionally, for non-Executive groups.

Scope of Work

The Classification Centre of Expertise requires the services of Consultant(s) on an as-needed basis during the period from April 1, 2026, to March 31, 2029 (with an option for 2 additional years). The Consultant(s) must provide the following organization and classification services for the Department’s diverse executive cadre:

  1. Draft new or revised Executive job descriptions.
  2. Review current Executive job descriptions and recommend appropriate changes.
  3. Consult with management to clearly define the activities and responsibilities of specific functions or organizations and provide options.
  4. Evaluate new or revised Executive job descriptions.
  5. Participate in or chair Executive Classification Committees as required and prepare supporting documentation such as Evaluation Reports or Rationales.
  6. Participate in meetings with executives, senior management, Classification Centre of Expertise staff, Central Agency, and other stakeholders as required.
  7. Analyze current and desired organizational structures, develop options, and make recommendations on new organizational structures (including possible costing).
  8. Provide coaching and/or mentoring in Executive classification and organizational design to Classification Advisors.
  9. Optionally, perform all of the above work for non-Executive classification (excluding #8).
Mandatory Technical Criteria (MTC)
MTC1 – Resource Qualification
  • The Bidder’s proposed resource must meet the flexible grid requirements for Category 1.2 – Organizational Design and Classification Consultant, Level 3 (Senior).
  • A resume of the proposed resource must be submitted with the technical bid.
MTC2 – HAY PLAN Training
  • The proposed resource MUST have completed HAY PLAN Training.
  • A certificate must be provided as proof of completion.
MTC3 – Executive Classification Experience
  • The proposed resource MUST have significant and recent experience in:
    • Writing Executive-level (EX) job descriptions, and
    • Using the Executive (EX) Group Position Evaluation Plan within the federal public service (departments/agencies).
  • Experience should involve rapidly evolving organizations with high visibility and impact on Canadian society.
  • Definition of significant and recent experience: At least two (2) years of accumulated experience within the past seven (7) years as of the RFP posting date.
Proof of Experience Required
  1. Work Samples – Provide:
    • Two (2) Executive-level job descriptions, and
    • Two (2) Executive-level classification evaluation reports or rationales.
  2. Project Summaries – Provide a minimum of two (2) project summaries completed within the past seven (7) years, including:
    • A brief description of the services provided.
    • The period during which the services were provided, in the format: from (month/year) to (month/year).
    • The client name and the name and current email address or telephone number of a client representative who can confirm the work.
MTC4 – Bilingual Requirement
  • The proposed resource MUST be bilingual at an intermediate level (French and English).
  • A certification signed and submitted with the bid is required to demonstrate compliance with this requirement.
Rated Technical Criteria (RT)
RT1 – Executive Job Description and Evaluation Experience

The Bidder’s proposed resource should demonstrate recent experience in working with departments undergoing complex restructuring and significant changes to their mission and/or mandate, within the federal public service (departments and agencies), specifically in the following areas:

  1. Evaluating and critiquing Executive-level (EX) job descriptions – 15 points per project.
  2. Preparing full Executive-level (EX) classification evaluation reports or rationales – 15 points per project.

Definition of Recent Experience: Within the past seven (7) years as of the RFP posting date.

Required Documentation:

  • Provide two (2) project summaries to support the described experience. Each summary must include:
    • A short description of the services provided.
    • The period during which the services were provided (format: from month/year to month/year).
    • The client name and the name, current email, or telephone number of a client representative who can confirm the work.
RT2 – EX Classification Research and Job Description Development

The proposed resource should demonstrate recent EX classification experience in:

  • Conducting in-depth research to prepare interviews with senior management (ADM level or above).
  • Developing self-explanatory EX job descriptions in complex and evolving environments within the federal public service.
Scoring:
  • 0 examples = 0 points
  • 1 example = 10 points
  • 2 examples = 20 points
  • 3 or more examples = 30 points

Required Documentation:

  • Provide specific work examples, including for each:
    • A short description of the services provided.
    • The period during which the services were provided (format: from month/year to month/year).
    • The client name and the name, current email, or telephone number of a client representative who can confirm the work.
RT3 – Non-Executive Classification Accreditation
  • The proposed resource must hold valid classification accreditation in the federal public service to provide non-Executive (non-EX) classification services.
  • A certification issued by Treasury Board Secretariat (TBS) must be provided with the bid to demonstrate compliance.
RT4 – Non-Executive Job Description and Evaluation Experience

The proposed resource should demonstrate recent experience in working with departments undergoing complex restructuring and significant changes to their mission and/or mandate, specifically in the following areas within the federal public service (departments and agencies):

  1. Developing non-Executive job descriptions – 2 points
  2. Evaluating non-Executive job descriptions – 2 points
  3. Preparing full non-Executive classification evaluation reports or rationales – 2 points
