Help drive the City of Kenora’s continued advancement by joining our team as a Municipal Engineer. In this key role, you will collaborate with developers and municipal staff to evaluate and approve a diverse array of development proposals ranging from new subdivisions and single-lot projects to large commercial, institutional, and industrial developments. You will help shape Kenora’s future by enhancing development standards, policies, and contributing to long-term Infrastructure Master Planning to meet the city’s evolving needs.

We are seeking a proactive individual who can anticipate challenges, analyze complex problems, and deliver thoughtful solutions with a high degree of professionalism and discretion.

Primary Responsibilities:

• Review, evaluate, and approve engineering plans and related documentation for planning and development applications (including amendments, subdivisions, condominiums, and site plans).
• Set engineering requirements and terms for development agreements and provide final technical approvals.
• Assess and establish security requirements for municipal permits and development applications.
• Assist in the drafting, negotiation, and administration of municipal and development agreements.
• Liaise regularly with developers, consultants, and external agencies throughout project planning, design, and construction phases.
• Lead or participate in the development of municipal infrastructure strategies and capital projects to support projected growth.
• Provide technical insight to prioritize municipal capital investments.
• Respond professionally and promptly to public inquiries about municipal projects and infrastructure developments.
• Conduct on-site inspections as required to ensure projects meet municipal standards and compliance.
• Contribute to the review, creation, and revision of bylaws, policies, and municipal standards.
• Ensure development proposals comply with City regulations, policies, and construction requirements.
• Monitor project progress, providing interim and final approvals as needed.
• Define infrastructure requirements for easement or servicing agreements as part of land development.
• Evaluate alternative technical and engineering options to address servicing issues while meeting municipal objectives.

Qualifications:

• University degree in Civil Engineering or related field.
• Licensed Professional Engineer in Canada (P. Eng.); out-of-province candidates must be eligible for licensure through Professional Engineers Ontario.
• Minimum of five (5) years’ relevant experience in municipal engineering and/or infrastructure projects.
• At least two (2) years’ experience in project or contract management, ideally within the development or municipal sector.
• Valid Ontario Class ‘G’ driver’s license and access to reliable transportation.
• Solid knowledge of civil engineering practices, municipal project management, and development processes.
• Proficient with Microsoft Office, AutoCAD, Civil 3D, and ESRI GIS software.
• Demonstrated ability to work effectively independently and in a team environment.
• Comprehensive knowledge of the Occupational Health & Safety Act, Planning Act, Safe Drinking Water Act, and other relevant legislation.
• Ability to manage confidential or sensitive matters discreetly and professionally.
• Strong analytical, problem-solving, and decision-making skills.
• Excellent verbal and written communication skills and the ability to engage effectively with staff, stakeholders, and the public.
