Manager of Emergency Programs (Fire Services)

(Exempt, Full-time, Regular)

The City of Pitt Meadows is hiring a Manager of Emergency Programs to develop and coordinate essential emergency response programs for our community. Reporting to the Fire Chief, this position is a key member of the City’s management team and plays an integral role during emergency events. The incumbent will manage and respond to the Emergency Operations Centre (EOC) and oversee Emergency Support Services (ESS) to aid residents during natural and human-made disasters.

This is an exempt position with a 75-hour biweekly schedule. Due to operational needs, the role may require after-hours responses or work outside of regular working hours. Eligibility for the Earned Day Off program and remote work arrangements will be determined after the probationary period.

KEY RESPONSIBILITIES

Emergency Management Services

  • Provides leadership and guidance across all City departments, ensuring a whole-of-organization approach to emergency management and business continuity.
  • Supports the Fire Chief in strategic planning and coordination of overall emergency and disaster response planning.
  • Collaborates with the Chief Administrative Officer and Fire Chief as required when activating emergency response plans to manage the impacts of an event and to prevent or minimize injury and property damage.
  • Responds to the Emergency Operations Centre (EOC) in the event of a major emergency or disaster and reports to the Director of the EOC.
  • Manages the Emergency Preparedness Program to ensure assets, equipment, supplies, and communications are in operational readiness at all times.
  • Represents the City and the Emergency Preparedness Program while building and maintaining collaborative relationships with levels of government, City Council, community groups and volunteer organizations.
  • Researches, evaluates and recommends best practices using innovative approaches from other municipalities and jurisdictions.

Personnel Management and Community Leadership

  • Recruits, trains and supervises multi-disciplinary teams of volunteers, citizens and municipal staff in program delivery and emergency preparedness.
  • Manages all aspects of Emergency Support Services (ESS) for the City.
  • Coordinates training and procurement needs including the Policy Group, Emergency Operations Centre, Field Emergency Response, Emergency Shelter & Accommodation, and Amateur Radio.
  • Promotes public knowledge, skills, awareness and enthusiasm through activities such as Emergency Preparedness Week.
  • Provides guidance, coaching, and recognition to motivate staff to perform at a high level.
  • Ensures quality assurance processes are in place, including probationary evaluations and performance development reviews.

Logistical Support

  • Assists in preparing the Emergency Program budget and makes budgetary decisions related to Emergency Management.
  • Applies for and manages provincial and federal grants.
  • Assists in composing and editing reports to Council as directed.
  • Participates in developing and implementing comprehensive training programs and curriculum.
  • Develops, reviews and interprets departmental policies and procedures for all aspects of emergency management to ensure compliance with bylaws and relevant legislation.
  • Acts as representative for various Committees as directed by the Fire Chief, including the Regional Emergency Planning Committee for Metro Vancouver.
  • Contributes to the corporate health of the City by serving on internal committees and project teams.

REQUIRED KNOWLEDGE AND COMPETENCIES

  • Considerable knowledge of Emergency Program planning, familiarity with Emergency Management BC and the Emergency Program Act, and knowledge of Emergency Preparedness Canada and federal regulations related to emergency planning and response.
  • Ability to prepare and present programs, plans and reports to a diverse audience.
  • Ability to effectively manage volunteers.
  • Ability to establish and maintain cooperative working relationships with civic staff at all levels and with provincial and local agencies and Emergency Preparedness volunteers.
  • Ability to compose correspondence, prepare reports and related material independently.
  • Ability to establish and maintain effective working relationships with City employees and the general public, providing information and assistance within defined limits.
  • Ability to organize and coordinate a central filing system for documents, bylaws, reports and other materials in accordance with the City’s Corporate Records Management system.
  • Ability to work independently with minimal supervision and to effectively work under pressure.

REQUIRED TRAINING, EDUCATION AND EXPERIENCE

  • Diploma or degree plus certificate in Emergency Management.
  • Minimum 5 years related experience, including EOC activation experience and coordinating staff training and supervisory experience, or an equivalent combination of training and work experience.
  • Experience with Emergency Support Services and volunteer management.
  • Extensive knowledge of the operations and management of emergency and disaster management structures.
  • Several years of experience in an increasingly senior support role.
  • Excellent oral and written communication, interpersonal skills, conflict resolution, team-building and leadership.
  • Detailed knowledge of applicable municipal, provincial and federal laws and regulations.

REQUIRED LICENSES, CERTIFICATES AND REGISTRATIONS

  • Valid Class 5 driver’s license for British Columbia (acceptable annual driver’s abstract).
  • Enhanced criminal record check every 3–5 years.
