For more than 75 years, Western Irrigation District has been a trusted and respected provider of raw water delivery to irrigators and communities east of Calgary. To support ongoing operations and organizational growth, the District is seeking an experienced and proactive Human Resources Manager to join its leadership team.

The Role

This is a senior, hands-on role combining human resources leadership with office management oversight. Reporting directly to the CEO, the Human Resources Manager will lead HR operations while overseeing a small administrative team of three staff. The successful candidate will play a key role in shaping people practices, ensuring compliance, supporting leadership, and maintaining efficient office operations working out of the company’s Strathmore office.

This position is ideal for an HR professional who enjoys a broad scope of responsibility, values collaboration, and takes pride in building strong, well-supported teams.

Key Responsibilities
Human Resources
  • Lead full-cycle recruitment including job postings, screening, interviewing, and selection
  • Oversee employee onboarding, orientation, and pre-employment screening processes
  • Manage payroll administration, including payroll changes, reconciliations, and coordination with external providers to ensure accurate and timely processing
  • Administer employee benefits, pension participation, and related payroll deductions
  • Act as a trusted advisor to leadership and employees on HR policies, procedures, employee relations, and leave management
  • Support performance management processes, compensation reviews, salary adjustments, and employee development initiatives
  • Maintain accurate and confidential employee records, job descriptions, and organizational charts
  • Ensure HR practices comply with employment legislation and organizational policies
  • Handle sensitive employee matters with professionalism and discretion
Office Management
  • Oversee daily office operations to ensure a professional, efficient, and well-organized workplace
  • Allocate, assign, and monitor administrative resources to support operational efficiency
  • Provide leadership and direction to administrative staff, fostering a collaborative team environment
  • Serve as backup support for reception and administrative functions as required
  • Coordinate meetings, prepare reports, manage correspondence, and track deadlines
  • Support travel arrangements, procurement, and general office administration
Skills and Qualifications
  • Minimum 5 years of progressive HR administration or HR management experience
  • Minimum 5 years of general administrative or office management experience
  • Demonstrated experience overseeing payroll and benefits administration
  • Proven ability to manage and develop direct reports
  • Strong organizational, problem-solving, and time management skills
  • Proficiency in Microsoft Office (Excel, Word, Outlook) with comfort handling basic budgeting and reporting
  • Excellent written and verbal communication skills
  • Strong attention to detail and ability to manage confidential information
Education
  • Post-secondary education in Human Resources Management or a related discipline preferred
