Are you CIPD Level 5 qualified (or equivalent) and confident in applying UK employment law in a high-compliance setting? Are you ready to lead HR strategy on a £2.9 billion project where your expertise will shape the workforce behind one of the UK’s most critical infrastructure programmes?

The Opportunity

Are you passionate about shaping people strategies on one of the UK’s largest and most complex infrastructure programmes? Our Tier 1 civil engineering client is delivering a £2.9 billion nuclear construction project, and we’re looking for an experienced HR Manager to lead workforce planning, employee engagement, and compliance in a highly regulated environment. Your duties and responsibilities will be:
  • Develop and implement HR strategies aligned with project objectives and company policies.
  • Lead workforce planning, recruitment, and onboarding for a large, multi‑disciplinary team.
  • Ensure compliance with employment law, nuclear site regulations, and security clearance requirements.
  • Drive employee engagement, diversity, and inclusion initiatives.
  • Manage employee relations, performance management, and disciplinary processes.
  • Partner with senior leadership to support organisational development and succession planning.
  • Oversee HR reporting, metrics, and continuous improvement initiatives.
You will have the following qualifications & experience:
  • CIPD Level 5 or above (or equivalent HR qualification).
  • Proven experience as an HR Manager in large‑scale projects or complex organisations.
  • Strong knowledge of UK employment law and HR best practices.
  • Experience in regulated environments, construction or engineering ideally.
It’s great if you also have the following:
  • Experience with HR systems and digital tools.
  • Background in workforce planning for major infrastructure projects.
  • Knowledge of NEC contract frameworks and project‑based HR challenges.
