Job Description

ADGA recruits a Site Security Coordinator to work on a largescale construction project in Bagotville, QC. The FSF Project Security Manager has been appointed by the Design-Builder to manage security during design and construction. This shall be a dedicated role, and the employee shall not undertake other duties. The Senior Security Manager shall report directly to the Project Directors. As outlined in the Construction Security Specification, a back-up Security Manager (designated as the Site Security Manager) must be on site daily. The Senior Security Manager has the following list of services as part of their roles and responsibilities:

Reporting Security Activities
  1. Tracking security activities and monthly reporting during construction including risks and security risk identification.
  2. Coordinates with the DCC Representative on issues related to security.
Security Documents for Construction
  1. Site Security documentation development with adherence to Construction Security Specification (CSS).
  2. Develops and updates the Security Implementation Plan.
  3. Update of security management documentation for construction with internal implementation team.
  4. Completing the final Post Construction report will include a finalized Security Implementation Plan.
  5. Additional reports or input to reports relating to Security during construction.
  6. Security documentation to be transferred to DND/DCC.
Site Security Implementation
  1. Reassess security factors based on design modifications.
  2. Identify and analyze security factors, and their influence on the construction and operation of the proposed facility.
  3. Direct the implementation of security throughout the Site in accordance with the level of force protection.
  4. Ensures the SIP is implemented in accordance with the CSS and Appendix B.
  5. Guides project team (including procurement and quality) on the location of certain functions; material selection and work scheduling related to security.
  6. Conduct analysis of feasible security and force protection measures/options needed to address the regulatory policies, standards, guidelines, and user requirements including the site, interior, exterior, and management aspects.
  7. Develop response for the impacts of security issues during the construction phase of the project.
  8. Security presentations required by the Construction team as specified for the project deliverables.
  9. Chairs site meetings and base stakeholder meetings and reports on action items from previous security meetings as required.
  10. Update the construction implementation strategy.
  11. Support procurement of security requirements.
  12. Review Construction Implementation Strategy from the site operations viewpoint and update security constraints.
  13. Oversee and provide security guidance on installation and implementation monitoring and alignment of CCTV, IAC, FIDS, and other security systems for the construction precinct area.
  14. Direct a cohesive integration of security within the precinct control requirements.
  15. Update incident response strategy and approach.
  16. Ensure measures for the implementation/construction of protected IT/IM systems are executed on site and in Chicoutimi offices.
  17. Site security review focused on SCIF, SAP, HSZ, vestibules and facility zoning.
  18. Address stand-off distances for construction to reduce threats to personnel and equipment.
  19. Security input into Construction Documents including the Construction Document Report.
  20. Direct staff training in security matters, particularly safeguarding and transportation of classified material and conversations.
  21. Publish updated security details and sketches.
  22. Sustain final selection and approval of security systems.
  23. Develop plan for installation and implementation of security systems.
  24. Direct monitoring and inspection of security fence implementation.
  25. Oversee the development and finalization of site precinct security procedures.
  26. Conduct security briefings as required.
  27. Guide the estimator in defining elements to ensure industrial security during construction.
  28. Lead in correcting security deficiencies identified during warranty and document corrective actions.
  29. Security Implementation Lessons Learned Action Plan.
  30. Participate in risk review meetings pertaining to physical security project risks.
  31. Support security services and security systems commissioning.
  32. Notify Corporate Security of any rule breaches or information leaks and produce reports as required.
Security Guard Services
  1. Assessment of numbers, types, roles, and employment of security forces including in-house and third-party.
  2. Develop tender/RFPs, manage processes and provide recommendations on award for security forces.
  3. Provide advice and needs assessments for securing resources to implement security plans.
  4. Develop the security plan to encompass all aspects of physical security for FSF during construction and post-construction, including shift schedules in consultation with MDN/CDC/3rd Wing stakeholders.
  5. Ensure security implementation plans and procedures meet security requirements in these specifications.
  6. Review and approve security logs and procedures for monitoring, investigations and resolution, including reporting and escalation.
  7. Develop and implement security reporting templates, procedures, and processes.
