Job description
Purpose of the Position

As the primary coordinator for third-party utility permits across our rail network, you will manage both the technical and administrative aspects of the permitting process. This position is responsible for ensuring complete adherence to all relevant federal regulations and standards, including those set by Transport Canada, the Canadian Standards Association (CSA), the American Railway Engineering and Maintenance-of-Way Association (AREMA), and CPKC’s own specifications.

Position Accountabilities
  • Review and approve utility crossings while administering permits and agreements
  • Carry out site inspections to ensure installations meet regulatory compliance and safety standards
  • Assign one of CPKC Engineering service providers to oversee geotechnical installations and participate in pre-construction planning
  • Serve as primary contact for emergencies related to utility installation, property access, utility related incidents such as watermain breaks and gas leaks etc
  • Deliver rotating emergency on-call support to maintain uninterrupted operational coverage across network
  • Manage right-of-entry permits and issue agreements for surveying, geotechnical investigations, and heavy equipment use within railway right-of-way
  • Maintain customer accounts and billing data in SAP including updates and coding for invoicing
  • Respond promptly to applicant inquiries and coordinate with Legal and Risk Management to ensure compliance with all insurance and permitting requirements
  • Post-secondary qualification in Engineering, Project Management, or other Corridor/Right of Way fields; candidates with relevant work experience and International Right of Way Association credentials will also be considered in lieu of formal education
  • Valid driver’s license
  • Valid passport with ability to travel to U.S./CAN without restrictions
  • Bilingual proficiency in English and French, both verbal and written, required
  • Excellent planning, organizational and negotiating skills
  • Proactive and flexible, skilled at managing competing priorities in fast-paced environments
  • Proficiency with SAP, Excel, general use of AutoCAD and other relevant computer applications
