Salary: $2,641.48 - $3,207.64 bi-weekly, as per the Inspector – Building Classification within the C.U.P.E. Collective Agreement

Job Profile
Under the general supervision of the Commercial Inspections Supervisor, the Commercial Building Inspector performs skilled inspection work, ensuring compliance with the Winnipeg Building By-law and the Manitoba Building Code. Duties include inspecting designated commercial, multi‑unit residential, and mixed‑use buildings, approving corrections of deficiencies, reviewing product literature, and coordinating enforcement actions with enforcement services. The inspector acts as the Authority Having Jurisdiction, ensuring life safety and accessibility in buildings, and maintains accurate records and daily reports.
Responsibilities
- Perform skilled inspectional work, attend and lead meetings, enforcing compliance with the Winnipeg Building By‑law, Manitoba Building Code and construction standards.
- Identify and ensure correction of deficiencies in accordance with Code, By‑law, and referenced construction standards.
- Review building plans and submissions to determine appropriate construction assemblies, methods, and materials for Code compliance.
- Inspect buildings, lead site meetings, communicate with stakeholders, draft documentation, and maintain file records; collaborate with city departments on unsafe conditions.
- Enforce violations in accordance with Charter and legal requirements.
- Inspect post‑fire incident status and respond to fire reports from the Winnipeg Fire Paramedic Department.
- Inspect designated buildings with regard to Occupancy Permits and provide Reports to the Occupancy Branch.
- Respond to 311 complaints, referrals, and external stakeholder inquiries; take action on unauthorized work or unsafe conditions.
- Provide daily reports of time accounting and work activity.
- Perform all work in accordance with department Standard Operating Procedures and Work Alone Policy guidelines.
- Abide by the department Respectful Workplace Policy.
- Assist with training and mentoring new staff.
- Perform other duties as assigned.
Education and Qualifications
- Minimum five (5) years of appropriate experience in building construction (commercial, multi‑unit residential and/or mixed‑use), working as a Building Construction Supervisor, a Certified Journeyman Carpenter, or a Certified Engineering Technician/Technologist with related coursework.
- Demonstrated knowledge of building materials and construction methods.
- Knowledge of local jurisdictional By‑laws and the National Building Code of Canada, with ability to interpret and convey information.
- Strong verbal and written communication skills.
- Problem‑solving and conflict‑resolution skills.
- Proficiency with smartphones and Microsoft Office (Outlook, Excel, Word).
- Ability to plan and organize work, work independently, and make sound decisions.
- Ability to read building plans and specifications and prepare concise reports.
- Ability to establish and maintain effective working relationships with contractors, engineers, architects, and staff.
- Applicants educated outside Canada must have a comparable Canadian qualification and provide a recognized assessment report.
Conditions of Employment
- Maintain legal eligibility to work in Canada; if possessing a work permit, ensure validity.
- Police Information Check satisfactory to the employer at the candidate’s expense.
- Possibly required to obtain and maintain a Winnipeg Police Service Level 2 Security Clearance.
- Possess a valid Class 5 Manitoba Driver’s License and provide a driver’s notice document.
- Provide a vehicle for City business as per the City Transportation Policy.
- Physically capable of performing duties such as crouching, crawling, confined‑space work, ladder climbing, and working in extreme temperatures.
