Job description

Role & responsibilities

• Lead and implement the Health, Safety & Environment (HSE) management system across large-scale infrastructure projects.
• Ensure full compliance with local statutory requirements, international safety standards, and UAE regulations (OSHA, NEBOSH guidelines, ISO 45001).
• Develop, review, and enforce Project Safety Plans, Method Statements, Risk Assessments (RA), and Job Safety Analysis (JSA).
• Conduct regular site safety audits, inspections, and hazard identification studies; ensure timely closure of observations.
• Oversee permit-to-work systems for high-risk activities such as working at height, lifting operations, confined space entry, excavation, and marine works.
• Lead incident/accident investigations, root cause analysis, and implementation of corrective and preventive actions.
• Coordinate with clients, consultants, PMC, and statutory authorities on all safety-related matters.
• Deliver safety inductions, toolbox talks, mock drills, and specialized HSE training programs for staff and subcontractors.
• Monitor safety KPIs, prepare daily/weekly/monthly HSE reports, and present safety performance to senior management.
• Ensure proper implementation of environmental management practices, including waste management, dust control, noise control, and sustainability initiatives.
• Mentor and guide site safety officers and engineers to maintain a strong safety culture.
• Drive zero-harm culture and continuous improvement in safety performance across projects.

Preferred candidate profile

Bachelors Degree in Engineering UAE / Middle East experience in large infrastructure or civil construction projects 15 plus experience

• strong knowledge of UAE HSE regulations, ADNOC / DM / Dubai Municipality / Abu Dhabi OSHAD standards.
• Expertise in NEBOSH IGC, ISO 45001, ISO 14001, and OSHA standards.
• Excellent leadership, communication, and stakeholder management skills.
• Proven experience handling mega infrastructure projects with large manpower.
• Ability to manage multiple sites and high-risk construction activities.
• Strong documentation, reporting, and audit management skills.
