Key Responsibilities:
- Prepare and update human resources policies and procedures, ensuring alignment with quality and institutional governance standards such as "CPM," "DGEP," "EFQM," and "ISO" to enhance the effectiveness and efficiency of provided services.
- Evaluate internal compliance through regular audits of internal departments, to ensure adherence to institutional policies and procedures, and provide necessary improvement recommendations.
- Conduct institutional audits of various departments within the Authority to ensure proper implementation of HR policies and procedures, identify gaps and operational risks, and develop corrective action plans.
- Analyze key performance indicators (KPIs) and identify gaps between goals and results, propose corrective and improvement actions in coordination with department managers, and ensure data is entered into the institutional electronic monitoring system "ADAA."
- Contribute to the development of institutional strategies by working with senior management to formulate strategic and operational plans for HR and shared services, including change management and emergency plans.
- Prepare and follow up on institutional excellence programs in accordance with the Dubai Government Excellence Program (DGEP) and international standards, to ensure sustainable development of HR processes.
- Design and implement employee satisfaction surveys in coordination with the Institutional Development Department, analyze the results, and provide recommendations to improve the work environment and management practices.
- Review and analyze HR data and periodic reports to ensure result accuracy and data-driven decision-making that achieves operational efficiency and enhances the employee experience.
- Develop and review institutional excellence policies and procedures in HR, and measure the effectiveness of their implementation based on DGEP standards and other excellence models.
- Coordinate with internal and external partners to improve, disseminate, and evaluate HR and management development programs, contributing to the achievement of the Authority’s strategic objectives.
- Provide consultations and necessary guidance to leadership and relevant departments on the application of quality and institutional excellence standards to ensure continuous compliance with best practices.
- Prepare audit and development action plans based on internal and external report findings, and propose continuous improvements to enhance institutional compliance.
- Propose and implement continuous improvement initiatives in accordance with institutional excellence models, and actively participate in the implementation of development projects.
- Review and update HR performance indicators in line with the requirements of institutional excellence models and the Authority’s objectives.
- Research international best practices, awards, and certifications that align with HR standards, and work toward adopting them to enhance institutional performance quality and efficiency.
- Identify leading practices and contribute to their development to support the Authority in achieving high rankings locally and internationally in HR management and institutional excellence.
- Implement training and awareness programs for leadership and different departments on HR standards and institutional excellence and quality requirements, to enhance knowledge and ensure consistency in policy application.
- Collect and prepare supporting documents such as presentations, reports, videos, and guides for submission during internal and external evaluation processes.
- Organize and prepare field visits for external assessors and institutional evaluation specialists to ensure fulfillment of excellence standards requirements.
- Prepare periodic reports and analytical recommendations related to the application of institutional excellence standards, and ensure documents and policies comply with the latest regulatory requirements.
Qualifications & Requirements:
- Bachelor’s degree in Business Administration / Human Resources Management / Law or any related field from an accredited university with 8 years of work experience.
- Master’s degree in Business Administration / Human Resources Management / Law or any related field from an accredited university with 5 years of work experience.
- Strong knowledge of Dubai Government Human Resources Law and UAE labor legislation.
- Excellent research, analytical, and drafting skills.
