Job Description:

Program Director – Water & Wastewater Projects - PMC Role, Abu Dhabi & Al Ain

Parsons is seeking a highly experienced Program Director to lead the Program Management Services for Emergency Projects on behalf of our client providing Water Solutions in Abu Dhabi. The Program Director will have overall responsibility for the successful delivery of the Emergency Projects Program, providing strategic leadership, governance, and integration across multiple high-risk water and wastewater initiatives delivered under a DB/DBO framework.

What You'll Be Doing:

• This role is part of the Program Management Services for Emergency Projects. The Program Director acts as the single point of accountability for the client's Emergency Projects.
• Provide strategic leadership and direction to the PMC team and stakeholders
• Oversee program governance, performance, and compliance with client requirements
• Lead coordination across design Work Orders, DB/DBO delivery, and construction overview
• Support client's executive decision-making through clear reporting and advice
• Manage key stakeholder and authority interfaces
• Oversee risk, commercial exposure, and escalation of critical issues
• Ensure alignment between program objectives, design intent, and delivered assets.

What Required Skills You'll Bring:

• Bachelor’s degree in Engineering or related discipline (Master’s preferred)
• Minimum 20+ years of experience in major infrastructure programs, preferably wastewater/water sectors.
• Minimum 5 years in senior leadership roles (Program Director / Project Director)
• Strong experience in PMC / PMO roles for water and wastewater projects
• Proven experience managing DB/DBO or EPC delivery models
• Deep understanding of program governance, risk, and stakeholder management
• Strong leadership, communication, and decision‑making skills.
• PMP or P.E./Chartered Engineer preferred.
• GCC experience, preferably in Abu Dhabi
