Job purpose

Job title: Procurement Officer

Job contract / grade: NOA fixed-term staff

Job location: UAE, Dubai

Number of openings: Two (2)

Reporting to: Head of Procurement

The Procurement Officer position is part of the Procurement team of the GCC WFP Office based in Dubai. The position holder will report to the Head of Procurement and will support the procurement activities for the new Goods & Services required by WFP operations at global level. The role will involve understanding WFP's procurement rules, regulations, policies and systems supporting with reporting and process optimization while operating with minimal supervision.

Responsibilities / Key accountabilities
  • Support procurement programmes and operational activities, (e.g. issue tenders, evaluate offers and negotiate / award contracts), following standard processes and contributing to successful procurement of non-food commodities or services.
  • Contribute to analysis of data to provide recommendations for process improvement.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities to enable informed decision making and performance optimization.
  • Support auditing of procurement activities by collating the necessary information.
  • Work in close collaboration with internal counterparts to align procurement activities with wider programmes.
  • Support training of WFP staff, for example designing and reviewing training materials.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy the needed resources to affected areas at the onset of the crisis.
  • Other as required.
Qualifications / requirements
  • Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional years of related work experience and / or training / courses.
  • Bilingual, proficiency in Arabic and English.
  • Driven and motivated by WFP's mandate, showcasing a commitment to humanitarian goals. Strong work ethic, and genuine willingness to contribute to advancing global food security.
  • Readiness to travel to all locations across GCC and to some locations where WFP operates.
  • Minimum of 1-year post-graduate experience, ideally in a commercial, business, procurement, or supply chain position.
  • Excellent people skills, a proven team approach.
  • The ability to thrive in multicultural environments, and a curious mindset geared towards analytical thinking and innovation.
  • Track record of achieving tangible and measurable results in previous roles with an ability to set and meet ambitious targets aligned with organizational objectives.
