About the Company

Liberal Construction was established in 2010 and implements U.S. Government–funded projects in the Middle East and Africa. Today, Liberal is a global organization headquartered in the U.S., providing design/build (D/B) and design/bid/build (D/B/B) services for U.S. Government and private-sector customers.

We are currently seeking a Power Electrical Engineer to support our projects site in Djibouti. The successful candidate will provide technical assistance and day-to-day support to the lead electrical engineering team throughout all project phases—from design and planning to construction, commissioning, and operational support.

This role will assist in ensuring all electrical designs and installations meet technical specifications, Design, codes, safety standards, and regulatory requirements. The Power Electrical Engineer provides technical support to project teams, coordinates with other engineering disciplines, and assists in solving complex engineering challenges to ensure successful project delivery.

Essential Duties and Responsibilities:

  • Support the project manager to review electrical design plans, technical specifications, and construction documents to ensure compliance with applicable codes, standards, and project requirements.
  • Support the execution of project-specific electrical engineering work plans and updates them as needed to accommodate design changes or site conditions.
  • Provide daily support in electrical site installations, ensuring the complete delivery of all electrical scope of works in compliance with project specifications, design documents, and safety regulations.
  • Provide support in all electrical site works, ensuring timely completion of the full electrical scope in compliance with project requirements.
  • Assist in load calculations, short circuit analysis, voltage drop analysis, and other required engineering studies in coordination with the DOR.
  • Effectively apply the company’s processes and procedures and enforces the project contract and standards.
  • Help prepare and review electrical shop drawings, ensuring conformance with design intent and project specifications.
  • Provide technical support during the procurement process, including reviewing and approving material specifications.
  • Assist in risk assessments for electrical systems and recommends design or construction solutions to mitigate identified risks.
  • Assist in site inspections to verify installation aligns with approved drawings and quality standards.
  • Effectively and timely communicates project information to superiors.
  • Help resolve and/or escalate issues in a constructive way and timely fashion.
  • Support commissioning and testing of electrical systems, ensuring proper functionality and adherence to design criteria.
  • Foster a collaborative and professional working relationship with team members and client representatives.

Knowledge, Experience, and Special Skills Required:

  • Bachelor's degree in electrical engineering from an accredited institution
  • Minimum 3-5 relevant years of experience in electrical power system design, installation, and commissioning in construction or industrial settings
  • Working knowledge of MV/LV systems, electrical protection, grounding, and generator systems
  • Experience in the aspects of design/build contract execution
  • Excellent technical documentation, communication, and coordination skills
  • Proactive problem-solver with the ability to work in dynamic and remote project environments
