Manager – Regulatory Reporting & FP&A Location: United Arab Emirates Function: Finance Industry: Insurance Job Type: Full-Time Reporting to: Head of Finance / CFO About the Role We are seeking an experienced Manager – Regulatory Reporting & FP&A to lead regulatory financial reporting to the Central Bank of the UAE (CBUAE) and drive the company’s financial planning, budgeting, forecasting, and performance analysis activities. This role plays a critical part in ensuring regulatory compliance, financial accuracy, and timely decision support for Senior Management and the Board, while supporting the company’s strategic and financial objectives.
Key Responsibilities
- Regulatory Reporting (CBUAE)
- Prepare, review, and submit all CBUAE regulatory returns, e-forms, investment risk reports, and statutory submissions accurately and within regulatory deadlines.
- Establish and maintain strong controls, documentation, and change‑management processes for regulatory reporting.
- Act as a key point of contact with CBUAE, responding to regulatory queries and follow‑ups.
- Monitor regulatory developments within the UAE insurance sector and ensure full compliance with evolving requirements.
- Financial Planning, Budgeting & Forecasting
- Lead all aspects of financial planning, budgeting, forecasting, and performance reporting.
- Drive annual budgeting, reforecasting, and rolling forecasts covering P&L, balance sheet, cashflow, and solvency.
- Ensure alignment of financial plans with business strategy and regulatory expectations.
- Management & Board Reporting
- Monitor financial performance against KPIs and business objectives.
- Prepare monthly and quarterly management reports, Board packs, and variance analysis, providing clear insights and recommendations.
- Financial Modelling & Decision Support
- Develop and maintain robust financial models to support strategic and operational decision‑making.
- Build decision‑support tools including driver‑based models, scenario analysis, sensitivity analysis, and what‑if simulations.
- Partner with Technology teams to define requirements for EPM and BI tools.
- Performance Analysis
- Prepare dashboards, presentations, and analytical reports for senior leadership.
- Analyze key financial ratios, solvency indicators, and performance metrics.
- Conduct ad‑hoc financial analysis to support cost optimization and business initiatives.
- VAT, Audit & Controls
- Ensure compliance with UAE VAT regulations, including returns, invoicing, and documentation.
- Support internal and external audits and ensure strong financial controls in regulatory reporting.

- Timely and error‑free submission of all CBUAE and regulatory reports.

- Compliance with VAT regulations and accounting standards.
Qualifications & Experience
- Education:
- CA / CPA / ACCA / CFA or equivalent.
- Bachelor’s Degree in Finance, Accounting, or related discipline.
- Experience:
- 10–12 years of Finance experience within the Insurance sector.
- Strong hands‑on experience in CBUAE regulatory reporting and FP&A in the UAE.
- In‑depth understanding of UAE insurance regulations and CBUAE reporting requirements.
- Strong knowledge of insurance products and reinsurance arrangements.
- Solid understanding of IFRS, including IFRS 9 and IFRS 17.
- Advanced financial modelling, forecasting, and analytical skills.
- Proficiency in advanced Excel and BI/reporting tools such as Power BI.
- Experience working in an ERP environment (SAP preferred).
- Strong communication and presentation skills.
- Ability to manage multiple priorities in a fast‑paced, deadline‑driven environment.
- Proven team leadership and cross‑functional collaboration skills.
