Construction Specialist – Water & Wastewater Projects - PMC Role, Abu Dhabi & Al Ain

Parsons is seeking highly experienced Construction Specialist to support construction‑phase technical overview and interface management for Emergency Projects on behalf of our client providing Water Solutions in Abu Dhabi and Al Ain.

What You'll Be Doing:

• This role is part of the Program Management Services for Emergency Projects
• Provide construction‑phase technical overview and assurance across all emergency projects, ensuring alignment with approved design intent and Employer’s Requirements
• Review DB/DBO Contractor construction methodologies, sequencing proposals, and temporary works from a design, interface, and operability perspective
• Support coordination between the PMC, Construction Supervision Consultants, DB/DBO Contractors, and the client's operational teams
• Identify and assess constructability risks that may impact system performance, safety, or long‑term asset integrity
• Provide technical input into the evaluation of contractor‑proposed changes, value engineering proposals, and alternative solutions
• Review construction‑stage design clarifications and technical queries to ensure consistency with approved design intent
• Assist in managing interface risks between construction activities and live wastewater operations
• Support commissioning and readiness activities from a technical and constructability perspective
• Provide technical input to PMC reports, risk registers, and interface logs related to construction‑phase activities
• Escalate critical construction‑related technical risks and interface issues to PMC leadership and the client

What Required Skills You'll Bring:

• Bachelor’s degree in Civil or Mechanical Engineering.
• Minimum 15+ years of experience in major infrastructure programs, preferably wastewater/water sectors.
• Minimum 5 years in a similar role in construction‑related experience.
• Strong experience in PMC / PMO roles for water and wastewater projects
• PMC / EPC experience on major infrastructure projects
• Excellent analytical and problem‑solving skills
• Experience working with Abu Dhabi authorities and standards
• GCC experience, preferably in Abu Dhabi
