R627 851.00 / R643 582.00 per annum (Plus: contribution to Medical Aid, Pension Fund, Group Life, Allowance, Housing Allowance and Travelling Allowance of 650km p/a).
QUALIFICATION REQUIREMENTS
- Grade 12
- National Diploma / B. Degree in Information Communication Technology or relevant professional ICT qualification.
- Driver’s License.
EXPERIENCE REQUIREMENTS
8 years or more relevant post qualifying experience covering all aspects of the information and technology function of which 3 should be at management level.
RESPONSIBILITIES
ICT GOVERNANCE
- Developing, reviewing, and implementing ICT policies, standards, and procedures in alignment with municipal regulations and best practices.
- Compiling, implementing, and monitoring the ICT Clean Audit Plan, ensuring compliance with internal controls and legislative requirements.
- Conducting regular compliance audits of ICT policies and procedures for all vendors and users.
- Overseeing and ensuring Active Directory compliance by ICT personnel, managing access control and user privileges.
- Chairing the ICT Steering Committee, leading policy discussions and ensuring decisions align with municipal ICT strategies.
- Compiling and presenting ICT Steering Committee resolutions and recommendations for implementation by the respective departments.
- Ensuring the equitable allocation and distribution of ICT resources across all municipal departments and site offices to enhance operational efficiency.
- Monitoring internet and email usage, identifying repeat offenders, and implementing corrective measures in line with ICT policies.
- Managing and renewing maintenance licenses for antivirus, backup solutions, and other critical ICT security infrastructure.
- Conducting periodic training for municipal employees on ICT governance and compliance.
- Implementing monitoring tools to track ICT governance compliance and generating reports for management review.
TECHNICAL FUNCTIONS
- Researching and benchmarking new technologies in relation to municipal systems for Electronic Document Management, Financial Management, Prepayment, Meter Management, Library Administration, Email facilities, Web and Intranet, Traffic fines, PABX or Voice Over IP, GIS, Supply chain, Fleet, Asset Management and Time & Attendance.
- Guiding and advising sector departments in compiling tender specifications and implementing proposed systems.
- Providing data maintenance support on all systems.
- Guiding and advising sector departments in compiling procedures and policies for systems within the user departments.
ICT SOLUTIONS ARCHITECTURE
- Researching and benchmarking new technologies in relation to servers, processing, data storage and security infrastructure and software.
- Developing specifications for servers required for each system in line with the system’s minimum specifications.
NETWORK DEVELOPMENT
- Designing Network (LAN, MAN and WAN) Technical Specifications by:
- Researching and benchmarking new technologies in relation to Diginet, ADSL, Radio Wireless, Copper and Optic Fiber Network connectivity.
- Developing and implementing domain and directory security policies as well as configuring DCHP, DNS and Sub-netting.
- Conducting surveys of remote sites or pay-points, for developing the most favorable and cost-effective forms of connectivity available.
MUNICIPAL WEBSITE AND INTRANET
- Researching and benchmarking new technologies in relation to web, intranet and email facilities.
- Providing Security for website against viruses and hacking.
- Providing the Website Designer with an overview of design needs and guidelines of the municipality.
- Ensuring that all Municipal data published on the website is meant for public consumption.
- Developing specifications for an internal intranet for the storage and access of all municipal policies and procedures.
- Ensuring daily execution of replication media backups and implementing corrective measures for any failures or inconsistencies.
- Overseeing the effectiveness of offsite backup procedures to comply with disaster recovery and business continuity standards.
- Ensuring regular testing of backup systems to validate data integrity and ensuring system restoration capabilities.
- Maintaining documentation on backup and recovery procedures, updating them as needed.
- Implementing automated alerts for failed backups to ensure prompt corrective actions.
- Conducting routine drills for backup restoration to test reliability and minimize downtime in case of failures.
ICT SECURITY MANAGEMENT
- Ensuring that antivirus, WSUS (Windows Server Update Services), and firewall security systems are regularly updated by ICT Security Policies.
- Monitoring and analyzing firewall activity logs to detect potential security threats and responding accordingly.
- Supervising System Administrators to ensure compliance with ICT security protocols and detect unauthorized activities.
- Analyzing system-generated reports and ensuring that all actions have supporting Proof of Evidence (POE) documentation.
- Overseeing and documenting ICT change management processes, ensuring compliance with governance frameworks and best practices.
- Conducting security risk assessments and implement measures to address identified vulnerabilities.
- Ensure implementation of ICT security awareness programs for municipal staff.
- Establishing an incident response plan to address cybersecurity threats efficiently.
CONTRACT MANAGEMENT
- Managing all processes related to the development of Specifications for the project towards meeting the organisational objectives within the function.
- Proofreading of the tender documents prior advertising and publication.
- Handling of enquiries on the tender information/scope of work by interested bidders.
- Attending the tender briefing sessions for clarifying tender scope of work to prospective bidders.
- Participating in the Bid Evaluation process for recommendation of potential bidders.
- Convening an introductory meeting with the appointed service provider to develop project implementation plan.
- Ensuring that all contract information (SLA, Appointment letter, Acceptance Letter) are captured on the Contract Management System.
- Monitoring and evaluation of the project progress, performance, and delivery quality in line with the project set targets and the allocated cost thereof.
- Compiling of the monitoring report.
- Recommending for remedial action in consultation with the contract management committee in cases where deviations are being detected.
- Compiling the project completion certificate and issuing of reference letters to the service provider.
FINANCIAL CONTROL, RISK MANAGEMENT AND AUDIT
- Analyzing trends, operating requirements and forward plans to establish/ determine funding/ expenditure for the period and, consolidating the department’s operating and capital budget.
- Giving inputs into the procurement plans for the section in strict and total compliance with the SCM Regulations.
- Preparing monthly expenditure reports of the Section by obtaining required financial print outs and consolidating required information within the appropriate report form.
- Monitoring and implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure.
- Adhering to all prescripts relating to the Section in respect of the SCM Policy and Procedure and participating in the formulation of the Departmental budget.
- Investigating and giving input into any Audit queries regarding issues raised in the operations of the Section.
- Adjusting the final IDP in relation to the final budget proposal and after approval of the adjusted final IDP send the documents to relevant departments, governing bodies and Display on municipal website.
- Ensuring that the municipality addresses the priorities raised by communities during the community consultations so as to align with the budget.
