Our client is looking for a Principal Technology Officer (Software) from the Public/Civil Service sector for a newly created role to:

• Drive the development and delivery of technological solutions for the Institute’s global portfolio of clients as a trusted advisor to our government partners and key stakeholders.
• Define and execute the technology roadmap for the Institute to enhance efficiency in the operating model and ways of work.

The ideal candidate should be inquisitive, collaborative, self‑directed, and results‑oriented, with a passion for harnessing technology to improve business outcomes. He/she will have notable qualifications and achievements in the function, with extensive experience in internal and/or external consulting on technology roadmaps, product and project management, and strong stakeholder engagement and partnership skills.

This is a pioneering individual contributor role reporting to the CEO, working closely with external vendors and partners, with the potential to scale up and build an in‑house team based on business needs.

• Identify and prioritise high‑impact value creation opportunities based on detailed assessment and analysis of current technology footprint for both government partners and the institute.
• Capture opportunities to develop and deliver technological solutions that meet requirements of our government partners.
• Collaborate with external and internal stakeholders to understand business requirements and translate them into robust, sustainable and scalable technical solutions, including evaluating, recommending and managing external vendors and platforms, and training.
• Articulate a compelling 3‑year internal technology roadmap with industry and functional expertise and shape the technology (including architecture, governance, data standards and policies, and documentation) in internal business strategies and operating models to sharpen efficiency and edge.
• Execute the corresponding delivery roadmap keeping to the defined and agreed measures of success and resources required.
• Ensure regulatory and security compliance of all technology deployed at the point of handoff, and ensure ongoing regulatory and security compliance of all internal technology deployed.
• Monitor emerging trends and advancements on applicable technology and regulations, and ensure dissemination to the relevant stakeholders.

• Adaptable, resilient and resourceful under conditions of uncertainty and rapid change
  Equipped with an understanding of government and public service delivery.

• Minimum bachelor’s degree in Computer Science, Information Technology or a related field, with professional certification in relevant areas.
• At least 5 years of progressive experience in external or internal consulting.
• At least 8 years of experience in the technology function.
• Good track record of product and project management and system implementation.
• Extensive experience in vendor management.

• Achievement‑oriented and thrives on challenges in a fast‑paced and open environment.

• Our client adopts a hybrid working arrangement which allows for a mix of in‑office work telecommuting, either from Singapore or other countries.

The role will be based in Singapore and may require up to 15% of global travel. We welcome applicants of any nationality and residency status.
