JOB SUMMARY

The Treasury Finance Transformation Programme is a new initiative that combines various exiting and new initiatives across Hedge Accounting, Funds Transfer Pricing and Product Control into a single transformation Journey. The vision is to enable Treasury with the right tooling and capability to supply timely, accurate & transparent numbers that provide insights and forecasts to steer balance sheet optimization.

We are seeking an experienced Programme / Project Manager to lead this programme and manage a project within the programme. This person needs to work closely with the Product Owner to balance strategic objectives, operational efficiency, and governance standards. The successful candidate will be responsible for successful execution of the programme while coordinating cross‑functional teams, budgets, risks, and stakeholder communications.

In addition, this person will need to support the Lead Product Owner / Product Owners on design & embed Target Operating Model for Treasury Finance.

RESPONSIBILITIES

Programme Management

  • Work with the Lead Product Owner / Product Owners to ensure all workstreams have clear objectives, success metrics, and strategic alignment with the bank’s priorities. Oversee the planning, execution, and delivery of multiple projects within the programme.
  • Ensure programme deliverables support the bank’s broader transformation, growth, and innovation strategies and are aligned to the overall program vision.
  • Prepare monthly Steering Committee pack to ensure timely and business impactful updates, track and work with Lead Product Owner, Product Owners to resolve all Steering Committee tracked items.
  • Work closely with product owners to identify opportunities, dependencies, and potential risks associated with the programme.

Project Management

  • Develop and implement a robust project plan that delivers measurable value within agreed timelines and budget.
  • Maintain comprehensive project documentation, including project plans, status reports, risk registers, and meeting minutes, ensure all project documentation is stored and maintained in accordance with organizational standards.

Target Operating Model

  • Design the target operating model (TOM) for Treasury Finance, covering governance, processes, controls, data, technology, and org structure to deliver resilient, regulator‑ready financial outcomes.
  • Orchestrate the transition from current to target state, ensuring adoption, measurable benefits, and sustainable BAU handover.

Budget Management

  • Develop and manage overall programme budgets, ensuring that all financial aspects of the project are tracked and reported accurately.
  • Monitor programme expenditures and ensure that programme is delivered within the approved budget.
  • Identify and mitigate financial risks associated with the project.

Governance and Control

  • Monitor and report on programme progress, risks, and financials to executive leadership and relevant committees.
  • Manage compliance with internal and external audit requirements related to the programme.

People & Talent

  • Establish a strong network and virtual team within Treasury Finance & GCFO area.
  • Coordinate, motivate, and manage cross‑functional teams, ensuring clarity of roles and responsibilities.
  • Foster a high‑performing, collaborative environment, promoting accountability and continuous improvement.
  • Identify resource needs and work with HR and business units to allocate and onboard appropriate talent.
  • Be a key voice within the Treasury Finance Transformation Programme.

Risk Management

  • Implement robust risk management practices, identifying, assessing, and mitigating programme risks proactively.
  • Ensure adherence to the bank’s governance framework, policies, and procedures throughout the programme lifecycle.

Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
