The Job
a) Strategic Communications & Narrative Development
- Translate Jurong Port’s corporate strategy into a coherent core narrative framework with tailored presentation decks/papers and narratives for different stakeholder audiences (e.g. Board, regulators, parent company, staff, talent).
- Develop high-quality, decision-ready presentation decks for Board meetings, EXCO discussions, VVIP visits and ministry-level engagements.
- Translate dense operational data into intuitive, high impact visuals that simplify complexity for senior decision-makers.
- Ensure all strategic materials go beyond information delivery to clearly articulate context, trade-offs, implications/outcomes and recommended positioning.
- Maintain a consistent strategic narrative across all platforms (Townhalls, Board Papers, External Videos/Webpages), reducing mixed messages.
b) External Stakeholder Engagement
- Build and maintain close, trust-based working relationships with key external stakeholders with the objective of improving early clarity on regulatory expectations, submission requirements and emerging policy directions. Shift the relationship from ‘answering queries’ to ‘shaping agendas’ and establish informal touchpoints to ‘pulse-check’ key stakeholders’ priorities.
- Proactively engage key stakeholders on strategic matters including port development plans, ensuring Jurong Port’s plans are positioned within broader national and industrial objectives.
- Support senior management engagements through structured briefing packs, narrative framing, and disciplined follow-up.
c) Strategic Communications for Talent & External Audiences
- Partner HR and Corporate Communications to translate Jurong Port’s corporate strategy into a compelling employer value proposition.
- Develop content for corporate website, corporate videos, recruitment collateral and external platforms that reflect Jurong Port’s strategic direction and future relevance.
- Ensure external narratives remain grounded in operational reality and organisational culture.
d) Partnerships with Institutes of Higher Learning
- Identify operational or business capability gaps (e.g. data modelling and green energy) aligned to Jurong Port’s strategy and establish partnerships with Institutes of Higher Learning (IHLs) to address them.
- Structure collaborations to deliver tangible outcomes (e.g. pilots, studies, capability development/technology transfer).
e) Sustainability-Related Strategic Initiatives
- Support the strategic positioning and commercial articulation of sustainability initiatives including Renewable Energy Certificate (REC) sales and selected decarbonisation workstreams such as carbon economics framework.
- Support the strategic positioning of technical studies (e.g. fleet optimisation, circular economy), ensuring the findings are ‘packaged’ effectively for management decision-making.
f) Managerial Responsibilities & Leadership Development
- Manage assigned initiatives independently with increasing scope and senior stakeholder exposure.
- Uphold high standards of judgement, discretion, and professionalism in sensitive engagements.
- Develop internal capability in strategic communication and stakeholder engagement through guidance and example.
The Requirements
- Degree in Business Strategy, Mass Communications, Political Science or International Relations.
- MBA or professional certification in Strategy is highly advantageous.
- 8–10 years’ experience in corporate strategy, strategic communications or stakeholder engagement.
- Portfolio Requirement: Must demonstrate a portfolio of high-level strategic presentations (e.g. PowerPoint) drafted for C-Suite/Ministerial audiences.
- Regulatory Experience: Proven track record of engaging Singapore Government agencies (e.g. MPA, JTC, EDB) to shape outcomes.
