Overview

[What the role is] Develop strategic communications plans to support the Community Development Councils' (CDCs) common based flagship programmes.

Develop and organise common based programmes to support CDCs in complementing government’s efforts in engaging and supporting the community.

Ensure corporate governance in CDCs and CDC Planning & Development Division (CPD).

Outreach and engage community and corporate partners to deepen engagement and grow networks.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job.

a) Strategic Communications and Internal/ External Comms

  • Assist to develop strategic communications and strategies in relation to Whole-of-CDCs policies implementation.
  • Conduct environmental scan of issues affecting the community and spot trends and changing needs
  • Develop strategic comms strategies and messages to support strategic planning work and its implementation.
  • Develop central narratives for common based programmes, media plans and media management, which include preparing media releases, engaging media for events, coordinating media interviews/filming and producing media reports.
  • Monitor and analyse media coverage and trends on common based programmes.
  • Develop and implement consistent CDC brand identity though different platforms (especially digital) such as social media, website, corporate video; and through writing of CDC stories to illustrate the brand.
  • Drive social media initiative under Whole-of-CDCs (example Tik Tok, Telegram and other online platforms.) and raise the number of followers and subscribers.
  • Improve and ensure contents in CDC main and associated websites are up to date; and set up programme websites on the Isomer platform following government digital service standards.
  • Implement whole of CDC branding for example, corporate video, corporate kit and other publicity materials/collaterals.

b) Network Development and Growth (include Partners and stakeholders)

  • Assist to engage partners and stakeholders and grow and connect communities together to build their capabilities to meet emerging and existing needs (for example, connecting learning and caring communities)

Handles:

  • a) CDC dialogues
  • b) CDC website
  • c) PA Corporate Members
  • d) Sense making and coordination (RM)
  • Coordinate and evaluate the nominations of partners from CDCs for PA Community Spirit Awards.
  • Help CPD to grow the partners for Whole-of-CDC Community Spirit Awards.

c) Corporate Governance

  • Ensure CDCs’ corporate governance such as the CDC Rules, renewal of Institute of Public Character (IPC) status, annual report production and submissions, asset management and procurement.
  • Assist in the Office of Mayors-International Relations related matters and work closely with Ministry of Foreign Affairs/Government agencies and overseas counterparts on trips and bilateral meetings/courtesy calls.
  • Handle national schemes that cut across five CDCs. Review and monitor common based programmes across CDCs to ensure the effective use of resources.
  • Draft papers/ reports and prepare/ make presentations to highlight and profile CDC work as assigned by SD.

f) Social Innovation and Community Development

  • Develop and incubate innovative programmes to meet emerging and existing, and increasingly complex needs.

g) Secretariat (meetings and parliamentary matters)

  • Handle the corporate and administration functions of CPD which include secretariat and staffing duties for meetings co-ordinated by and involving CPD; for programmes and projects and media matters involving all CDCs
  • Assist in designing and facilitating Mayors and CPD/CDCs workplan/ workshops, and in the development of the overall CDCs’ strategies so as to align to CDC’s mission and PA’s objectives.

Knowledge & Skills
  • At least 3 years of relevant working experience in community work and marketing communications.
  • Ability to write, think and develop concepts. Prior experience in marketing, corporate development and communication functions and people sector work would be an added advantage.
