Job summary

A national intellectual property authority in Singapore seeks a Senior Assistant Director for Digital Capabilities and Systems. In this role, you will lead digital transformation initiatives to enhance customer experience. What the role is:

Senior Assistant Director, Digital Capabilities and Systems, Registries of Patents, Designs and Plant Varieties (3‑years contract). Great ideas do not discriminate, and anyone can have them. The Registries of Patents, Designs and Plant Varieties (PDPVP) supports IPOS’ vision by building and maintaining a top‑ranked IP regime in the world.

What you will be working on:
  • Lead a team of system administrators and business process improvement specialists to develop and drive digital transformation initiatives focused on Registry operations to enhance customer experience and optimise business processes.
  • Deputise the system owner in overseeing the development and maintenance of the Registry digital platform for IP filing, IP search, IP portfolio management and IP application processing.
  • Collaborate with a wide range of internal and external stakeholders to identify opportunities and operational needs, co‑create solutions.
  • Partner closely with IT department to translate business requirements into technical specifications and ensure digital solutions meet operational needs and compliance requirements.
  • Lead business process analysis, workflow optimisation and service quality improvements including identifying root causes of operational inefficiencies and implement business solutions.
  • Drive change management initiatives to ensure successful adoption of new processes and digital tools across Registry operations and customers.
What we are looking for:
  • 7 to 10 years’ experience in digital transformation leadership with proven track record of successful large‑scale system implementations.
  • 3 to 5 years’ experience in managing team of system administrators and business process improvement specialists, with demonstrated change management capabilities.
  • Experience as a system owner or deputy system owner for enterprise systems.
  • Background in translating business requirements into technical specifications.
  • Stakeholder management across multiple organisation levels.
  • Basic understanding of system architecture and IT governance.
  • Strong analytical and problem‑solving capabilities with excellent written and verbal communication skills.
  • Background in intellectual property, especially in Patents and Designs, will be advantageous.
  • There is possibility to be emplaced on a permanent position.
