Purpose & Scope
  • Assist Security Manager to manage and co‑ordinate all security functions for Sembcorp operations under Utilities Asset Management, which include the following:
  • Manage and lead security force to ensure security for Sembcorp entities under Utilities Asset Management
  • Plan, develop and implement the security plan and infrastructure for all Sembcorp entities under Utilities Asset Management
Key Roles & Responsibilities
  • To manage & co‑coordinate all Security functions at UAM Sembcorp operations on Jurong Island and Changi NeWater sites.
  • Manage and lead outsourced security personnel to conduct access control and screening functions.
  • Managing and reviewing sites card access control, vehicle authorization access, Goods and equipment access control and building access control.
  • Implement, review and update security related procedures for all Sembcorp entities on Jurong Island.
  • Process payments for service providers and vendors.
  • Ensure security procedures and regulations are complied with by staff and stakeholders.
  • Establish effective security procedures and regulations.
  • Investigation of security and safety related infringement.
  • Conducting inspections and evaluation for all UAM Sembcorp sites and Security Officers.
  • Review security system and recommend enhancement solutions.
  • Plan, conduct and evaluation of Internal and External Red‑Teaming Exercises.
  • Disseminate security procedures and requirements.
  • Review and revise Security SOP plans for Sembcorp entities on Jurong Island
  • Deal with potential security risks and breaches.
  • Recommendation of security measures and making daily security related decisions.
  • Dealing and planning security procedures for project and shutdown maintenance.
  • Managing and handling yearly Group Internal Audit.
  • Coordinating and managing stakeholders request pertaining to security related assessment of sites such as Plant Outage, Monthly Leadership Walkdown, Fire Drills and Project works.
  • Oversee Security Enhancement Project for physical security systems and integration of automation of security functions.
  • Manage and control access to the organization’s facilities, including issuing badges and monitoring access logs.
  • Conduct security awareness training for employees and contractors, ensuring all staff understand security protocols.
  • Train and supervise security personnel, providing ongoing guidance and performance evaluations.
  • Develop and distribute educational materials related to physical security and emergency preparedness.
  • Ensure compliance with all relevant security‑related laws and regulations.
  • Prepare reports on security incidents, risks, and safety measures for executive management.
  • Maintain accurate records of all security‑related incidents, drills, and evaluations.
Major Challenges
  • Identify and manage potential security risks for entities that are located at different parts of Utilities Asset Management
  • Implement security measures that may affect operational activities.
  • Collaborate with multiple stakeholders to achieve alignment on proposed security measures and desired outcomes.

Qualification & Experiences
  • Diploma in Security Management or equivalent
  • Relevant certifications such as Red Teaming Officer Course, PFSO, CPP, PSP, PMP
  • Minimum of 5 years of experience in physical security, law enforcement, or a related field, with at least 2 years in a managerial or supervisory role.
  • First Aid, CPR, and AED certifications
  • Class 3 Driving License
