Job summary

A leading international development group in Singapore seeks a Principal Executive/Deputy Head for Finance & Accounting. Qualifications

(CSSD) is the joint‑venture master developer set up by the governments of Singapore and China in 1994, to develop the flagship bilateral project Suzhou Industrial Park (SIP). Role we are hiring for

We are looking for 1 candidate to join CSSD Singapore in the following position:

  • Principal Executive/ Deputy Head (Finance & Accounting) – minimum 8 years of working experience in finance related role

This role will report to the General Manager of CSSD Singapore.

Primary responsibilities of role
  • Oversee financial management functions, including developing, reviewing, and submitting budget proposals and five‑year strategic plans
  • Analyze financial budget execution, review and adjust significant variances, and provide recommendations for management improvements
  • Research tax‑related policies, manage tax filing, analysis, and planning, and oversee tax risk assessment and control
  • Assist in administrative management, including developing and implementing internal management policies, and overseeing daily asset and logistics operations
  • Actively contribute to ad‑hoc projects tasked to CSSD Singapore by higher management
  • Oversee daily accounting operations and financial management and coordinate with various business units to ensure standardized and orderly financial processes
  • Be responsible for monthly and annual financial closing, and prepare financial statements, management reports, and relevant statistical reports
  • Organise and implement fund management activities, including bank reconciliations, cash planning, cash flow forecasting, and intercompany reconciliation
  • Support and coordinate annual audits, budget preparation, financial forecasting, tax filings (including GST), and fixed asset management, ensuring compliance with group policies and regulatory requirements
  • Maintain and enhance financial information systems, participate in business unit performance analysis
Requirements / Key Attributes
  • Singapore Citizen or Singapore Permanent Resident, with minimum 8 years of working experience in finance related role
  • Minimum education qualification of bachelor’s degree from reputable Singapore local universities or top 100 ranked universities
  • Degree in finance, accountancy, or economics. And preferably possess ACCA or Chartered Account qualifications
  • Fluency in Mandarin (both spoken and written) is essential, due to the nature of work which involves significant amount of communication with various stakeholders based in China
  • Demonstrates integrity, strong professional ethics and a high sense of responsibility. Possesses excellent teamwork, communication, and coordination skills. Detail‑oriented, resilient, and logical
  • Excellent interpersonal and effective communication skills
  • Preference will be made for candidates that have Corporate Secretary qualifications
  • Be familiar with accounting policies, tax rules and annual audit process in Singapore
  • Preferably with experience in China‑corporate accounting principles
  • Able to work well independently and as part of a team who is willing to learn and take on additional roles in a dynamic shared service environment with multiple business units
