Job summary

A leading construction firm in Singapore is seeking a Planning and Programming Manager to lead planning efforts for major infrastructure developments. The ideal candidate should have a Bachelor's degree in Civil Engineering or related field, at least 8 years of relevant experience, and a strong understanding of construction methodologies. This role focuses on effective scheduling, resource management, and communication to ensure successful project execution.

Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field.
  • Minimum 8 years of experience in the built environment.
  • Successfully completed at least 3 building/infrastructure projects.
  • Successfully completed at least 1 reclamation project.
  • Strong understanding of construction methodologies and sequencing.
  • Excellent communication and stakeholder management skills.
  • Proactive, curious, and committed to continuous improvement.

Responsibilities

  • Develop and manage detailed project plans and construction schedules.
  • Manage change orders and assess their impact on project timelines.
  • Allocate resources across project phases, ensuring optimal staffing and equipment.
  • Identify risks and implement mitigation strategies.
  • Maintain clear and consistent communication with all stakeholders.
  • Oversee final documentation and post-project reviews.

Our client is a Japanese firm began as a small marine civil engineering contractor and has since evolved into a global leader in construction and infrastructure development. Initially focused on river and marine projects, the company expanded its capabilities over the decades to include land-based civil engineering, architectural construction, and shipbuilding.

Location: Tuas, Singapore
Working Hours: Monday to Friday

Role

We are currently seeking a Planning and Programming Manager to lead the planning efforts for a major infrastructure development. This is a high-impact role for someone who thrives in complex environments, enjoys solving scheduling challenges, and is passionate about delivering large-scale construction projects efficiently and effectively.

Key Responsibilities
  • Project Planning & Scheduling (60%)
    • Develop and manage detailed project plans and construction schedules
    • Coordinate activities across multiple teams and identify potential delays
    • Collaborate with stakeholders to define project scope and deliverables
  • Change Management (20%)
    • Manage change orders and assess their impact on project timelines
    • Support and prepare claims for extensions of time
  • Resource Management (5%)
    • Allocate resources across project phases, ensuring optimal staffing and equipment
    • Coordinate with contractors, subcontractors, and suppliers
  • Risk Management (5%)
    • Identify risks and implement mitigation strategies
    • Conduct site inspections and ensure compliance with safety standards
  • Communication & Coordination (5%)
    • Maintain clear and consistent communication with all stakeholders
    • Lead project meetings and provide regular progress updates
  • Project Closeout (5%)
    • Oversee final documentation and post-project reviews
    • Ensure all claims and records are properly accounted for
Qualifications
