Job description

The Head of Strategic, Risk and Governance is responsible for managing HR strategic directions and overall safety and soundness with respect to governance of people related activities in Asia Pacific region.

The incumbent shall:

  • Develop regional HR strategies / initiatives and oversee their implementation to ensure alignment with MUFG group-wide, APAC region-wide and Global Human Resource (GHR) strategies.
  • Establish and strengthen HR governance structure in relation to rules, procedures and practices that enable branches and/or MUFG entities to govern the firm’s platform.
  • Ensure sound governance and operation of HR committees and leadership councils in region.
  • Develop and implement frameworks, processes and guidelines to support the business with effective decision making.
  • Act as the Chief of Staff to support the Chief Human Resource Officer (CHRO), Asia Pacific in managing APAC HR function, especially in relations to the transformation of regional HR function.
  • Be a member of APAC HR Leadership Team to provide sound HR advice that contributes to the overall success of APAC HR both internally (i.e., HR team management) and externally (HR service and programme delivery)

As Head of Strategic, Risk and Governance, your day-to-day responsibilities will involve collaborating with senior leaders to develop forward-thinking strategies that drive organisational success. You will oversee governance structures to ensure compliance with industry standards while fostering an inclusive team culture built on ethical practices. By acting as a trusted advisor within leadership forums, you will guide transformational projects from inception through execution—always keeping stakeholder needs at the forefront. Your ability to manage budgets effectively will contribute directly to optimising talent investment portfolios. Success in this role means consistently delivering high-quality outcomes through strong interpersonal connections, clear communication channels, and a commitment to continuous improvement.

  • Develop comprehensive regional HR strategies and initiatives that align with both global and Asia Pacific objectives, overseeing their successful implementation across multiple entities.
  • Establish and continuously strengthen HR governance structures by designing rules, procedures, and practices that enable effective oversight of people-related activities.
  • Ensure the smooth operation of HR committees and leadership councils within the region by providing guidance on governance matters and supporting sound decision-making processes.
  • Create frameworks, processes, and guidelines that empower business units to make informed decisions while maintaining compliance with regulatory requirements.
  • Act as Chief of Staff to support the CHRO for Asia Pacific in managing the transformation of the regional HR function through effective collaboration and communication.
  • Lead and work in partnership with colleagues in Head Office, across the region, and across HRfunctions to support the implementation of global, regional and departmental projects, policies, systems, guidelines, and frameworks.
  • Participate actively as a member of the APAC HR Leadership Team by offering expert advice that contributes to both internal team management and external programme delivery.
  • Lead organisational and departmental strategy development by setting priorities aligned with global HR direction while supporting functional objectives for the APAC HR team.
  • Provide region-specific insights to global and country HR teams to help shape human capital plans that support overall business success in Asia Pacific.
  • Represent HR in facilitating enterprise-level transformation projects across APAC, coordinating with other functions for executional support when necessary.
  • Oversee budget planning and expense management for APAC HR operations, ensuring financial targets are met through proper controls.

  • Extensive experience managing large-scale regional projects from initiation through completion within defined timeframes and budgets.
  • Demonstrated ability to build collaborative relationships with key stakeholders across departments through exceptional interpersonal skills.
  • Deep knowledge of organisational policies, frameworks, guidelines, and regulatory requirements relevant to governance. Experience leading teams through periods of transformation by coaching subordinates on complex issues with sensitivity and respect.
  • Commitment to maintaining up-to-date knowledge of industry trends, products, laws, regulations affecting human resources management.
