About the Role
Our organisation is undergoing a period of transformation, with a strong focus on strengthening Talent Development capability to move beyond operational training administration towards a more structured, organisation-wide approach to capability building.
This role is created to design, shape, and anchor Talent Development systems from the ground up. You will work closely with senior HR leadership as a hands‑on individual contributor, with ownership to design frameworks, progression, and systems that support long‑term organisational growth.
This is a greenfield build role, suitable for professionals who have previously established Talent Development foundations and are comfortable operating with autonomy, ambiguity, and scale.
This role is focused on building organisation‑wide Talent Development frameworks and systems. It is not centred on training facilitation, WSQ administration, or vendor‑led programme delivery. Candidates whose experience is primarily in training execution or course facilitation may find this role less suitable.
Key Responsibilities
Talent Development Frameworks
- Design and implement structured learning and development frameworks across the organisation
- Develop organisation‑wide competency frameworks and role‑based capability development
- Establish career and progression roadmaps aligned to organisational needs
Organisation‑Wide Development Initiatives
- Coordinate and progressively enhance learning initiatives to ensure relevance, quality, and alignment with organisational goals
- Partner with internal stakeholders and external partners to support capability development priorities
Early Career & Talent Pipeline Initiatives
- Support the design and rollout of structured internship, traineeship, and early‑career development initiatives
- Contribute to longer‑term talent pipeline planning and development strategies
Systems & Process Enablement
- Support improvements to HR and learning systems and processes
- Participate in L&D workflows for upcoming HR system migration (e.g. Workday), including process streamlining and adoption
Shift from Ops to Capability
- Help transition learning initiatives from ad‑hoc administration to structured, data‑informed Talent Development processes
Stakeholder Partnership
- Work closely with HR colleagues and internal stakeholders to ensure alignment with broader people strategies and organisational priorities
Requirements
Experience
- Minimum 8–10 years of Human Resource experience, with a strong focus on Talent Development
- Demonstrated experience contributing to the setup, enhancement, or evolution of Talent Development frameworks or programmes
- Candidates should be able to clearly articulate at least one Talent Development framework they have personally designed and implemented end‑to‑end
Organisational Context
- Experience working in medium to large organisations, preferably within regulated or public‑sector‑adjacent environments
Builder Mindset
- Hands‑on, Manager‑level individual contributor with proven experience building Talent Development frameworks and capability models from the ground up, rather than primarily delivering training programmes
- Able to operate with ambiguity, manage multiple workstreams, and establish foundations for scale
Systems Exposure
- Experience with HRMS / LMS platforms
- Exposure to Workday or similar systems is advantageous, particularly in implementation or migration contexts
Qualifications
- Degree in any discipline
- Postgraduate qualification in Human Resource Management or related fields is an advantage
