Job Description

The Supply Chain Material Manager oversees the end-to-end material management lifecycle for the US Navy's Lead Maintenance Activity (LMA) in Singapore. This position is responsible for ensuring the availability and timely delivery of materials required for ship maintenance, modernization, and repair within the Seventh Fleet's area of operations. This is a crucial role that balances strategic supply chain planning with tactical procurement and logistics execution to maximize fleet readiness. The Material Manager will lead a team of purchasing and logistics professionals and collaborate with US Navy staff, prime contractors, and foreign suppliers.

Key Responsibilities
  • Strategic Planning and Oversight:
    • Develop and implement supply chain and material strategies aligned with the LMA's maintenance schedule and the US Navy's operational readiness goals.
  • Procurement and Sourcing:
    • Oversee the procurement of complex and long-lead-time components, including critical parts, raw materials, and finished goods, to prevent maintenance delays.
    • Manage and negotiate vendor and supplier relationships, ensuring contract compliance and performance excellence.
  • Inventory and Warehouse Management:
    • Direct the planning and execution of inventory control programs to maintain optimal stock levels and minimize excess and obsolete materials.
    • Ensure the efficient and secure storage, handling, and distribution of materials in the LMA warehouse.
    • Implement and oversee regular cycle counts and physical inventories to ensure accuracy.
  • Logistics and Distribution:
    • Coordinate the flow of materials from global suppliers to the LMA in Singapore and to various remote maintenance sites within the area of responsibility.
    • Ensure strict compliance with international shipping regulations, import/export controls, and customs clearance procedures.
  • Team Leadership and Development:
    • Lead, mentor, and develop a team of buyers, planners, and warehouse personnel.
    • Conduct performance reviews, plan daily activities, and assign work to achieve departmental objectives.
  • Performance Monitoring and Reporting:
    • Establish and monitor key performance indicators (KPIs) for supply chain health, supplier performance, and cost control.
    • Report on material availability, budget variances, and supply chain risks to senior management and naval stakeholders.
  • Compliance and Risk Management:
    • Ensure all material management processes comply with US Navy, Federal Acquisition Regulations (FAR), and relevant quality standards.
    • Develop and implement risk mitigation strategies to address potential supply chain disruptions.
Required Education, Experience, & Skills
  • Experience:
    • Minimum of 6 years of experience in supply chain, materials, or logistics management
    • Experience managing global supply chains and international logistics, including customs and freight management.
  • Education:
    • A Bachelor's degree Supply Chain Management, Logistics, Business Administration, or a related field or equivalent experience.
  • Skills:
    • Expert proficiency with Enterprise Resource Planning (ERP) systems, preferably with experience in a US Navy or similar defense environment.
    • Strong analytical, strategic thinking, and problem-solving abilities.
    • Excellent communication, negotiation, and interpersonal skills.
  • Security: Ability to obtain and maintain a US government security clearance.
Preferred Education, Experience, & Skills
  • Certification:
    • APICS (ASCM) or CPIM
Pay Information

Full-Time Salary Range: $90,373 - $153,634

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
