Manager, Building, Facilities & Permanent Way Asset Management

Job Purpose

The jobholder is the Subject Matter Expert for Network System Maintenance (NSM) for both Building and Facilities (B&F) and Permanent Way (Pway) on scope related to asset management covering business processes and life‑cycle management. Critical responsibilities include budget, contracting, condition monitoring, predictive maintenance, and compliance with inspections, maintenance activity, or repair to deliver performance, mean‑time‑between‑failures (MTBF), mean‑time‑to‑repair (MTTR), and cost control. The role reports to the Senior Manager, System Management (NSM).

Responsibilities
  • Anchor ILS domain expertise for NSM under SMRT from induction to operation & maintenance through retirement.
  • Drive concepts, plans and processes to maintain, operate and sustain NSM systems operated by SMRT Trains.
  • Lead system‑level integration of new capabilities on all transport & trainer platform types operated by SMRT Trains.
  • Direct development of robust and effective maintenance concepts for all NSM systems operated by SMRT Trains.
  • Provide advice for all life‑cycle support, supply‑chain management and system management of NSM systems operated by SMRT Trains.
  • Develop long‑term strategies (beyond 5 years) for the development of NSM systems through relationship management with SMRT stakeholders, authorities and external industries/suppliers.
  • Manage integrated induction & retirement programmes, ensuring seamless renewal through tightly integrated induction and retirement plans in collaboration with the project team.
  • Oversee supply‑chain management, resource planning and obsolescence management strategies to sustain fleet availability.
  • Lead projects and acquisition programmes, ensuring holistic planning and management of transport & trainer platform induction through the life‑cycle management framework.
  • Negotiate and manage major contracts for outsourcing, repair and logistics support, utilising performance‑based contracting and framework agreements.
  • Explore and shape cost‑effective outsourcing programmes, advising the Maintenance Management Requirement Committee.
  • Monitor and analyse budgetary performance, support efficient control and utilisation of financial resources.
Qualifications & Work Experience
  • Bachelor of Science or Bachelor of Engineering with 5‑8 years of relevant maintenance experience.
  • Prior operational experience in first‑line (e.g., organisational/front‑line) and second‑line (e.g., intermediate/workshop) maintenance.
Skills
  • Proficient in MS Excel and knowledge of reliability engineering (e.g., MTBF, MTTR).
  • Experience with management information systems such as SAP or Maximo.
  • Team‑player with strong communication and presentation skills.
  • Able to develop affinity with various stakeholders.
  • Experience in maintenance repair processes, level‑of‑repair analysis or spares modelling is a plus.
