Job description

What the role is:

The Lead Engineer / Engineer (Strategy and Transformation) plays a crucial role in supporting the Deputy Director (Strategy and Transformation) in leading, coordinating and accelerating the digitalisation efforts in HTX. This role is essential in supporting senior management in formulating the narrative and strategics for HTX to be the Digital and AI First organisation. The role involves both planning and coordination to synergise strategic planning efforts in the upstream with delivery of digital capabilities in the downstream. The jobholder must understand the digitalisation initiatives in the Singapore Government (i.e. Digital Government Blueprint, the Digital Maturity Index, etc) and HTX’s Digitalisation Strategy to drive digitalisation in HTX.

What you will be working on:

• Assist senior management in defining HTX’s digitalisation direction by establishing a compelling vision, clear goals, and leading digital strategies, policies, and initiatives.
• Research industry trends, emerging digital technologies, and international best practices; analyse the current HTX landscape to identify digital opportunities that enhance both employee and organisational experiences.
• Ensure all digitalisation efforts are strategically aligned with unified objectives and comply with Whole-of-Government KPIs and standards.
• Plan, coordinate, and facilitate digitalisation working committees and cross-functional teams within HTX to drive and execute digital objectives.
• Develop a multi-year digitalisation roadmap and monitor progress throughout implementation using quantifiable data for insights
• Highlight and celebrate digitalisation milestones by seeking validation through industry awards and recognition.
• Serve as the primary point-of-contact, consolidating and coordinating responses to Centre-of-Government digitalisation surveys and polls.
• Act as a strong advocate on digitalisation matters to engage leaders and senior management

What we are looking for:

• Tertiary qualification in Computer Science or Information Technology or equivalent
• Minimum 5 years of work experience in Information Technology, or Strategy and Digitalisation related fields
• Prior experience in planning and project management is required
• Able to use digital tools such as automation workflows, AI chatbots, to digitalise internal processes and work productively
• Be skilled in prompt engineering
• Certifications in project management and IT out-sourcing management or equivalent are advantageous
• Be analytical with excellent problem-solving skills
• Effective in communication and interpersonal skills
• Be adaptable and dynamic as things evolve
• Be a dependable team player who is accommodating and can work with others, because the work scope is fluid and evolves rapidly

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
