Job summary

A leading F&B Group in Singapore seeks an experienced HR Manager to oversee all HR operations. Job Description – HR Manager (Hands-on | F&B Group)

We are seeking an experienced, organised, and hands‑on HR Manager to oversee the full spectrum of HR operations within our growing F&B group. This role is both strategic and operational, ensuring a smooth employee experience while maintaining full compliance with Singapore employment regulations.

Key Responsibilities
1. HR Operations (End-to-End)

Oversee and manage day‑to‑day HR operations across multiple restaurant entities, ensuring accuracy, consistency, and compliance. Maintain complete and up‑to‑date employee records in the HR system and personnel files.

2. Onboarding & Offboarding

Manage end‑to‑end onboarding including preparation of offer letters, employment contracts, staff personal files, uniform and locker assignment, HRMS (Info-Tech) setup, and orientation briefings.
Handle offboarding matters including exit interviews, clearance processes, final payroll computation, and return of company property.

3. Work Pass & MOM Matters

Manage applications, renewals, and cancellations of Employment Passes, S Passes, Work Permits, and related passes via EP Online.
Monitor quota availability and ensure compliance with MOM regulations.
Liaise with MOM, TAFEP, and external agencies on audits, appeals, and employment‑related matters.

4. HR Documentation & Policy Management

Prepare and review employment letters including confirmation, contract renewals, amendments, incentive letters, warning letters, and disciplinary documentation.
Develop, review, and update HR policies, SOPs, and employee handbooks in line with company practices and labour regulations.

5. Payroll, Leave & Attendance Oversight

Oversee payroll inputs, attendance, leave administration, and claims processing in HRMS.
Ensure accurate leave tracking (Annual, Sick, Unpaid, OIL, etc.), MC verification, and policy compliance.
Coordinate with Finance to ensure timely and accurate payroll processing.

6. Performance & Talent Management

Lead performance appraisal cycles and consolidate appraisal outcomes.
Support management in salary review, increment exercises, and incentive planning.
Advise on manpower planning, workforce optimisation, and staff deployment.

7. Employee Relations & Engagement

Handle employee grievances, disciplinary cases, and performance issues with professionalism and confidentiality.
Drive employee engagement initiatives including staff events, team‑building activities, and retention programs.
Analyse turnover trends and recommend improvement actions.

8. Compliance & Reporting

Ensure HR practices comply with Singapore Employment Act, MOM guidelines, and internal policies.
Prepare HR reports for management including headcount, turnover, manpower cost, leave utilisation, and compliance status.

Requirements
  • Diploma or Degree in Human Resource Management, Business Administration, or related field
  • 5–8 years of progressive HR experience, preferably in F&B, hospitality, or multi‑outlet environments
  • Strong knowledge of Singapore Employment Act, MOM regulations, and work pass administration
  • Hands‑on experience with HRMS (Info-Tech preferred)
  • Strong interpersonal, communication, and stakeholder management skills
  • Able to work independently and manage multiple priorities in a fast‑paced environment
