Key Responsibilities
Human Resource Management
- Lead end to end HR operations for all offices, including recruitment, onboarding, offboarding, and employee lifecycle management.
- Develop, implement, and maintain HR policies, procedures, and frameworks in alignment with organizational objectives and local labor laws.
- Provide guidance on employee relations, performance management, disciplinary actions, and grievance handling to foster a collaborative and high-performing workplace.
- Maintain accurate HR records, personnel files, and databases for all locations.
- Conduct annual job grading, salary banding, compensation reviews, and performance evaluations.
Recruitment and Talent Acquisition
- Plan and execute talent acquisition strategies to attract and retain skilled employees across Singapore, Malaysia, and Macau.
- Coordinate interviews, selection processes, offer letters, and onboarding programs.
- Support succession planning and career development initiatives to ensure organizational continuity.
Training and Development
- Identify skills gaps and implement training programs to enhance employee capabilities and productivity.
- Monitor and evaluate training effectiveness, recommending improvements as needed.
- Promote a culture of continuous learning and professional development across all locations.
Payroll and Compensation Management
- Oversee payroll processing, statutory contributions (CPF in Singapore, SOCSO/EPF in Malaysia, Macau labor requirements), benefits administration, reimbursements, and claims.
- Manage compensation programs, including salary increments, bonuses, and incentive schemes.
- Ensure compliance with local labor regulations in all jurisdictions.
Employee Engagement and Welfare
- Plan and manage employee engagement programs, wellness initiatives, and team-building activities.
- Support internal communications to keep employees informed, motivated, and aligned with company objectives.
Administration and Office Operations
- Supervise office administration for Singapore, Malaysia, and Macau offices, including facilities management, office supplies, equipment, and travel arrangements.
- Manage vendor relationships and ensure smooth office operations across locations.
- Coordinate work pass applications, renewals, and cancellations for foreign employees in all jurisdictions.
Compliance and Reporting
- Ensure compliance with labor laws, HR regulations, and company policies across all offices.
- Liaise with government authorities for HR and administrative matters.
- Prepare regular HR reports, metrics, and analyses for management review.
Requirements
- Diploma or Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum 7–10 years of HR experience, preferably in engineering, construction, or corporate settings with multi-country exposure.
- Strong knowledge of HR laws, labor regulations, and work pass procedures in Singapore, Malaysia, and Macau.
- Proven experience across full HR and administrative functions, including recruitment, payroll, training, employee relations, and office management.
- Excellent communication, interpersonal, and analytical skills.
- High integrity and discretion in handling sensitive information.
- Proficient in HRIS systems and Microsoft Office applications.
