This role sits at the centre of organisational decision‑making, translating national policy direction and future‑state ambitions into clear strategies, executable plans, and measurable outcomes.

The position works closely with executive leadership, government bodies, partner agencies, and internal teams to shape and deliver a broad preventive health and population‑level transformation agenda.

Key Responsibilities
  • Lead organisation‑wide strategic planning, working closely with senior leadership and a wide network of internal and external stakeholders to shape long‑term direction and priorities.
  • Partner with government ministries, statutory agencies, healthcare clusters, and community organisations to align organisational strategies with national initiatives and coordinated programmes.
  • Develop high‑quality strategic papers, briefs, and recommendations for executive committees and senior leadership, informed by policy trends, data analysis, and system‑level insights.
  • Drive the annual corporate and strategic planning cycle, ensuring coherence between long‑term strategy, annual work‑plans, and execution priorities.
  • Design and oversee performance management frameworks, KPIs, and monitoring mechanisms to track impact, assess effectiveness, and guide strategic course corrections.
  • Provide strategic oversight and advisory support on corporate governance, including enterprise risk management, business continuity, data protection, and compliance.
  • Lead the development and implementation of ESG strategies, sustainability initiatives, and organisational policies, supported by internal reviews and continuous improvement efforts.
  • Shape long‑term organisational capability and capacity planning to ensure readiness for emerging population needs and future challenges.
  • Identify strategic gaps and opportunities through structured analysis and systems thinking, deploying appropriate tools and methodologies to drive innovation and transformation.
  • Foster a strong innovation culture by enabling platforms, processes, and mindsets that translate ideas into scalable strategies, solutions, and initiatives.
  • Monitor and strengthen the organisation’s overall innovation health, maturity, and execution effectiveness.
Qualifications & Experience

  • Minimum 15 years of experience in strategic planning, corporate planning, transformation, or related leadership roles.
  • Prior exposure to healthcare, public sector, or highly regulated environments is beneficial but not mandatory.
  • Proven track record leading large‑scale, cross‑functional initiatives involving multiple stakeholders and complex systems.

  • Collaborative, outcome‑driven, and effective in engaging diverse stakeholder groups.
  • Comfortable operating in ambiguity, with a pragmatic and solutions‑oriented mindset.
  • Resilient, adaptable, and motivated to deliver meaningful public‑impact outcomes.
