Job Overview

The Contracts Administrator is responsible for preparing, managing, and administering project contracts for EPC and construction-related projects. The role involves supporting tendering activities, drafting and reviewing contractual documents, coordinating with internal and external stakeholders, managing variations and claims, and ensuring all contractual obligations comply with Singapore regulations, industry standards, and company policies.

Roles & Responsibilities
Contract Preparation & Administration
  • Prepare, draft, and issue contract agreements, subcontracts, and commercial documents.
  • Ensure consistency across contract clauses, schedules, appendices, and commercial terms.
  • Maintain contract registers, track key dates, deadlines, insurances, warranties, and deliverables.
  • Ensure compliance with contract conditions and monitor contractual obligations.
Tendering Support
  • Assist in preparation of tender documents, including commercial schedules and contract requirements.
  • Coordinate tender clarifications, evaluate submissions, and support negotiation with vendors/subcontractors.
  • Prepare contract award recommendations and manage related documentation.
Variations, Claims & Change Management
  • Assist in preparing and assessing variation orders, extensions of time (EOT), and commercial claims.
  • Coordinate with QS, Engineering, and Project teams to validate changes and commercial impacts.
  • Maintain complete documentation for all changes and support resolution of disputes.
Documentation & Communication
  • Prepare formal contract correspondence, notices, and contractual responses.
  • Ensure proper version control and organisation of contract documents.
  • Support internal and external audits, and produce contract status reports as required.
Requirements
  • Diploma or Degree in Business Administration, Law, Construction Management, Quantity Surveying, Engineering, or related field.
  • Minimum 2 years of contract administration experience in EPC, construction, oil & gas, infrastructure, or related industries.
  • Fluency in both English and Mandarin (spoken and written) is mandatory, due to daily communication with China-based teams and stakeholders.
  • Experience with Singapore-based public or private sector contract environments preferred.
  • Strong client-facing, commercial proposal writing, and project coordination skills.
  • Able to travel when required for site visits, client meetings, and regional engagements.
  • Familiarity with BCA requirements, procurement procedures, and compliance obligations..
  • Awareness of WSH Act, PDPA, and standard project insurance/bond requirements.
  • Experience drafting contractual documents and preparing commercial schedules.
  • Understanding of variations, claims, commercial risks, LDs, indemnities, and cost impacts.
  • Proficiency in MS Word, Excel, and contract management systems or document control platforms.
