Job summary

A specialized biosafety and biological research firm in Singapore seeks a Technical Biosafety Coordinator to provide comprehensive biosafety and biosecurity support for an ABSL3 facility. Job description
Roles & Responsibilities

Technical and Scientific Support in the following (list is not exhaustive) areas:

  • Biosafety Programme Implementation.
  • Assist in implementing and manage a comprehensive biosafety and biosecurity programme for the ABSL3 facility in accordance with: MOH BATA, Singapore Standard SS 636: Code of Practice for the Handling of Biological Agents and Toxins, Workplace Safety and Health (WSH) regulations, and International guidelines (e.g., WHO Biosafety Manual, BMBL) etc.
  • Regulatory Licensing Application.
  • License/Permit application process with MOH for certificates of ABSL3 facility, AVS license for Animal Research Facilities etc including preparation and maintenance of required registers, inventories and reporting systems.
  • Act as the primary liaison contact with MOH, AVS, SCDF and other agencies for inspections, audits and renewals etc.
  • Permit applications for import use and transfer of biological agents and toxins etc.
  • Secretariat for Biosafety Operation (include IBC and IACUC activities).
  • Conduct and collate biosafety risk assessments for proposed research protocols involving: high‑risk pathogens, genetically modified organisms (GMOs), and recombinant or synthetic nucleic acid technologies.
  • Provide guidance to researchers and collaborate with IBC and/or IACUC to review and approve proposed research activities.
  • Training and Competency Management: Manage and arrange for biosafety induction and refresher training programs for all facility users and support personnel; maintain detailed training records for audit and compliance purposes.
  • Incident Reporting and Emergency Response: Serve as the incident commander for biosafety‑related incidents (e.g., spills, exposures, containment breaches); lead investigation and reporting processes, including root‑cause analysis and implementation of corrective and preventive actions; coordinate and conduct emergency response drills in collaboration with MOH, SCDF, SPF etc liaison officers.
  • Facility Operations Support: Provide biosafety oversight during facility maintenance, decontamination, validation and commissioning processes; work closely with building and facilities maintenance and safety team; ensure proper functioning of key safety systems, including Effluent Decontamination System (EDS), autoclaves and digester systems, HVAC and HEPA‑filtered airflow systems, PPE stock and waste disposal systems; logistic and administrative support during certification and site inspection by regulatory agency; manage facilities usage by stakeholder; provide technical support for services provided to 3rd parties.
Qualification and Experience Requirements
  • Education & Experience: Degree or equivalent in Microbiology, Infectious Diseases, Public Health, Biosafety or related biological sciences.
  • At least 5 years of experience in biosafety or biocontainment with at least 2 years in a BSL‑3 or ABSL‑3 setting in Singapore or equivalent.
  • Prior experience in interfacing with MOH under the BATA or other regulatory agency is highly preferred.
  • Certifications (Preferred):
    • Certificate for Biosafety Management for Biosafety Coordinator conducted by National University of Singapore or Singapore Polytechnic or equivalent.
    • Registered Biosafety Professional (RBP) or Certified Biological Safety Professional (CBSP) local or international.
    • Certificate for basic IACUC course.
  • Key Competencies:
    • Good knowledge of Singapore’s biosafety legislation (especially BATA, WSH Act and related standards).
    • Proven ability to conduct risk assessments and implement biocontainment controls.
    • Strong written and oral communication skills to interact with regulators and institutional committees.
    • Leadership and crisis management capabilities; ability to work under duress and pressure.
    • Detail‑oriented, proactive and team‑oriented mindset.
