Job summary

A leading data infrastructure company in Singapore is seeking an experienced professional for end-to-end contract management roles. Responsibilities include drafting and reviewing contracts, managing tender processes, and liaising with consultants. The ideal candidate holds a Bachelor's in Quantity Surveying or Contract Management and has at least 10 years of relevant experience, alongside strong negotiation and interpersonal skills. Qualifications

  • At least 10 years working experience with construction, QS consultancy or developer companies.
  • Strong knowledge of variety of contract forms, cost control, budget and contractual issues.

Responsibilities

  • Responsible for end-to-end spectrum of contract management.
  • Implement all policies, activities, procedures as relevant and required.
  • Draft and review contractual documents and handle disputes.
  • Pre-qualify consultants and contractors, evaluate and recommend.
  • Request fee proposals from consultants and onboard successful ones.
  • Liaise with consultants for tendering and evaluate contract suitability.
  • Review tender and contract documents prepared by consultants.
  • In charge of the tendering exercise including negotiations.
  • Provide monthly project financial statement for reporting.
  • Contract administration and vendor management.
  • Follow payments submitted by contractors and consultants.
  • Review the statement of final accounts prepared by the consultants.

Job Description
  • Responsible for end‑to‑end spectrum of contract management.
  • Implement all policies, activities, procedures as relevant and required by the company.
  • Draft and review contractual documents and handle contractual disputes or issues.
  • Pre‑qualify consultants and contractors, evaluate and recommend to management.
  • Request fee proposals from multi‑disciplinary consultants and onboard successful consultants.
  • Liaise with consultants for the whole process of tendering, strategizing tender packages, evaluating the suitability of a particular form of contract and specific conditions of tendering.
  • Review tender and contract documents prepared by the consultants.
  • In charge of tendering exercise, including calling of tender, reviewing tender reports, attending tender interviews, negotiating, finalizing, and preparing recommendation report to management for award of contracts.
  • Liaise with the consultant QS to provide monthly project financial statement for reporting purpose.
  • Contract administration and vendor management.
  • Follow payments submitted by contractors and consultants.
  • Review the statement of final accounts prepared by the consultants.
Experience & Qualification
  • Bachelor’s degree in Quantity Surveying / Contract Management or equivalent.
  • At least 10 years working experience with construction, QS consultancy or developer companies.
Skills & Knowledge
  • Strong knowledge of pre‑ and post‑contract works, especially variety of contract forms, cost control, budget and contractual issues.
  • Excellent negotiation, interpersonal and communication skills.
  • Proficiency in Microsoft Office (Excel and Word).
