Description of Division/Branch

You will be part of the ProgrammePlanning Division in KidSTART Singapore Ltd. (KSL), which includes the Programme Development Department. The ProgrammeDevelopment Department’s key task is to lead in the planning, development and review of operational policies as well as oversee capability building strategic planning for implementation of the KidSTART programme, so that KidSTART is implemented efficiently and effectively, in collaboration with internal/external partners and stakeholders including families and children. We are looking for a team player and leader who is passionate about social mobility and working together with us to fulfil KidSTART’s vision of giving every child a good start in life.

Responsibilities

You will drive the development, review and planning of the KidSTART model and operational policies for KidSTART’s scale-up that is aligned with MSF’s strategic direction. You will be involved in a range of operational policy work and capability building strategic planning involving people, systems, and processes. You will be responsible for formulating strategies, policies, and driving projects to enable suitably resourced partners and stakeholders to deliver quality services and curriculum that promote resilience and support young children and families towards a lifetime of positive outcomes. Specifically, you will be part of a team that:

  • Oversees the planning, design and development of service model, policies and processes, including funding and manpower models
  • Oversees the review and refinements of programme design, implementation, monitoring and evaluation of the KidSTART programme, interventions and capability development strategies
  • Oversees, analyses and reports on programme deliverables, data, budget projections and utilisation and tracks programme outcomes
  • Oversees KSL’s funding agreements with implementing agencies, assessment of agencies’ performance and disbursement of funds
  • Oversees and tracks funded partners’ compliance with funding agreements and addresses audit related queries
  • Oversees strategic capability development planning, to develop and review capability building initiatives, frameworks and KidSTART Practitioners’ professional pathways
Qualifications/Competencies
  • Minimum six years of relevant work experience in policy formulation, data analytics, planning, programme development
