Job summary

The Red Sea Development Company (DevCo) seeks an Assistant Manager (Bids & proposals/Strategic Planning & Performance) to convert growth ambitions into costed, winnable propositions and into a workforce capable of delivering them by owning business cases, cost models, bid calendars, proposal cycles and the Strategic Workforce Plan.

Based in Riyadh, you will lead the end-to-end bid process, ensure win/loss analysis is embedded in future bids, and maintain workforce analytics and deployment

Qualifications

• Bachelor's degree in business administration, Finance, Economics, Engineering or Human Resources. MBA or relevant master's degree preferred
• 8-10 years' total experience, with a minimum of 4 years in bid or proposal management, commercial planning, business case development or strategic workforce planning.

Responsibilities

• Lead preparation of business cases, investment papers, cost models and resource estimates.
• Manage the bid calendar, bid/no-bid register and end-to-end proposal cycle.
• Ensure win/loss analysis is completed, and lessons are embedded in future bids.
• Develop and maintain the Strategic Workforce Plan and workforce forecast.
• Maintain workforce analytics on capability supply, demand and cost per capability.
• Reconcile the Strategic Workforce Plan with the approved deployment baseline before planning, bid and budget cycles.
• Maintain commercial and manpower assumptions used in proposals and business cases.
