Senior Technical And Engineering Manager

Senior Technical & Engineering Manager (Design Architectural)

The Senior Technical & Engineering Manager leads and governs all technical, design, and engineering activities across construction projects, ensuring full compliance with contract requirements, quality standards, cost efficiency, and delivery timelines. The role oversees design coordination, value engineering, technical submittals, shop drawings, construction methodologies, and engineering teams on site, acting as the key technical authority between project teams, consultants, subcontractors, and senior management.

Key Responsibilities
  • Lead and manage all technical, engineering, and design-related functions for assigned projects from pre-construction to handover.
  • Oversee design coordination, shop drawings, method statements, material submittals, and as-built documentation, ensuring compliance with IFC drawings, specifications, and codes.
  • Drive value engineering, constructability reviews, and cost optimization initiatives without compromising quality or safety.
  • Manage and mentor site engineering teams, setting work plans, priorities, and performance targets.
  • Review technical aspects of subcontracts, scopes of work, RFIs, variations, and claims, ensuring alignment with contractual obligations.
  • Coordinate with Project Managers, consultants, clients, and subcontractors to resolve technical issues and mitigate risks.
  • Support procurement by preparing technical packages, participating in vendor prequalification, and defining technical scopes for tendering.
  • Ensure QA/QC compliance, oversee material testing, and support HSE implementation in line with company IMS policies.
  • Contribute to project planning, logistics plans, PQP development, and baseline program reviews.
  • Monitor and report engineering progress, risks, delays, and technical closeout status through regular reports.
  • Support dispute resolution and technical input for variations, claims, and change management.
Knowledge, Skills & Experience
  • Strong expertise in civil, architectural, and construction engineering for large-scale building and infrastructure projects.
  • Advanced knowledge of construction methodologies, materials engineering, drawings/specifications, QA/QC, and HSE standards.
  • Proven leadership experience managing multidisciplinary engineering teams on site.
  • Strong understanding of project management, cost control, contract administration, and claims awareness.
  • Hands-on capability in preparing and reviewing detailed method statements and technical documentation.
  • ERP experience (preferably SAP).
Qualifications
  • Bachelor’s Degree in Architectural Engineering, Civil Engineering, or Urban Planning.
  • 15+ years total experience, including 10+ years in senior technical/engineering leadership roles; GCC experience preferred.
  • Professional registration (e.g., MMUP / UPDA) and/or MBA is an advantage.
