The Senior Manager– Rolling Stock & Maintenance is responsible for the end-to-end lifecycle of Qiddiya’s rolling stock and yellow plant, (specification → procurement → delivery → operations → mid-life → disposal) so fleets are safe, reliable, on-brand, and cost-effective for a world-class entertainment destination. This role ensures the safety and protection of passengers, employees, infrastructure, and assets while maintaining compliance with national regulations and international best practice in high speed and metro rolling stock ownership.
Key Responsibilities:
- Fleet strategy & roadmap – Define vehicle platforms, capacities, technologies (propulsion, ATO/CBTC level, onboard systems), standardization, and obsolescence plans aligned to Qiddiya’s phased openings (e.g., PUA, Q Express) and demand growth.
- Requirements & specification – Translate customer experience, safety, RAMS, accessibility, and branding into technical specs (NFPA, EN/IEC/BS, TSI where applicable; fire/smoke, EMC, crashworthiness, cybersecurity). Establish policies and protocols for incident prevention, rapid response, and recovery for all transportation.
- Procurement leadership – Lead RFI/RFP, bidder engagement, evaluation (technical, commercial, ESG, localization), and contract negotiation (performance guarantees, LDs, warranties, IPR, software licenses)
- Delivery, testing & commissioning – Plan and govern design reviews, factory tests, type tests, safety cases, shipment, site acceptance, dynamic testing, and entry-into-service.
- Safety & regulatory – Own safety certification and interfaces with Independent Safety Assessor and Saudi regulators (e.g., TGA), ensure SMS compliance, hazard logs, and safety cases.
- Systems integration – Ensure rolling stock integrates cleanly with signalling/ATO, platform fit/gauges, depots, power/SCADA, telecoms, PSDs, and wayside maintenance/diagnostics.
- RAMS performance – Set availability/reliability targets (MTBF/MTTR), manage reliability growth, warranty campaigns, condition-based maintenance, and continuous improvement.
- Operations & maintenance readiness – Define maintenance strategy (depot/line-side, levels 1-5), tools, workshops, training, documentation, spares, and ensure Day-1/Day-2 readiness.
- Brand & customer experience – Own interior/exterior design, accessibility, dwell-time features, onboard infotainment/Wi-Fi, climate comfort, and aesthetics consistent with Qiddiya’s brand.
- Digital & data – Deploy telematics/FLEET IoT, health monitoring, OTA software management, configuration control, cybersecurity, and integration with enterprise asset management (EAM).
- Supplier & contract management – Run performance reviews, KPIs, claims/warranty management, change control, and cost/quality/delivery governance across OEMs and Tier-1s.
- Localization & sustainability – Drive in-Kingdom value add (IKTVA), Saudization, training pathways, energy efficiency and materials sustainability; report ESG impacts.
- Budget & risk control – Own rolling stock budgets, risk registers, mitigations, and executive reporting.
- Stakeholder management – Coordinate with Qiddiya Master planning, stations/depot, operations, finance, legal, brand, and external partners (municipality, utilities, emergency services).
Requirements:
- Bachelor’s degree in Mechanical, Electrical, Railway, or Systems Engineering, or a closely related field.
- Minimum 15 years of progressive experience in rolling stock design, operation and maintenance.
- Proven experience leading large teams and managing large transport maintenance activities.
- Typically, 15+ years in rolling stock and railway systems management.
