Job description

We are seeking a highly skilled and motivated HSE Manager to lead the Health, Safety & Environment function on a residential construction project in Riyadh. The HSE Manager will report directly to the Project Manager and will be responsible for ensuring full compliance with Saudi national regulations, National Housing Company (NHC) standards, and international best practices. This role includes full authorship and implementation of all project-specific HSE plans and protocols.

Key Responsibilities
  • Develop, author, and maintain comprehensive HSE plans, procedures, and protocols in strict accordance with National Housing Company (NHC) standards and local regulatory requirements.
  • Oversee the implementation of the HSE Management System across all project phases, ensuring alignment with corporate policies and client expectations.
  • Conduct regular risk assessments, hazard analyses, and safety audits to identify and mitigate risks.
  • Investigate incidents, analyze root causes, and implement corrective / preventive measures promptly.
  • Lead HSE induction and continuous training programs for all site personnel and subcontractors.
  • Collaborate closely with the engineering, construction, and quality teams to integrate safety into planning and execution.
  • Liaise with NHC representatives, local authorities, and regulatory agencies for inspections, permits, and compliance matters.
  • Ensure continuous monitoring and reporting of HSE performance metrics to the Project Manager and other stakeholders.
  • Champion a strong safety culture through daily briefings, toolbox talks, and active worker engagement.
