Job description

Our client is a leading global water, energy, power and waste management company operating across the region.

We are looking for an experienced ContractBuyer Expeditor to be based in Riyadh, Saudi Arabia.

JOB OVERVIEW

Responsible for source selection and procurement functions directly associated with all the contracts in Saudi Arabia and Kuwait. Identifying the Project needs for indirect materials and services, fixed assets and tooling, and select production materials and services. These products and services are to be secured at cost quality, and delivery competitive levels consistent with Company policy and performance standards. The position is further responsible for the tracking and expedition of the orders once the purchase order is released. This position will require moderate travel to Riyadh, Kuwait and any other location required by nature of work.

KEY RESPONSIBILITIES
  • Pre-qualify suppliers & contractors (safety, capabilities, and financials)
  • Prepare and issue RFP/RFQs (bid packages)
  • Conduct commercial bid evaluation (bid tab analysis)
  • Manage supplier communication (bid requirements, pre & post-bid clarification, awards, etc.) Prepare supplier database, procedures & continuous updating of the same
  • Ensure that materials and equipment is tracked from P.O. award thru delivery; work with suppliers on schedule recovery as required.
  • Manage bid documentation to ensure award decisions are objective and documentation is fully auditable.
  • Develop and maintain reliable and cost competitive sources of supply.
  • Negotiate the aspects, terms and conditions of all purchase orders to assure that the scope included meets project requirements and specifications.
  • Evaluating & qualifying all bids received, recommending selected fabricators/suppliers to the project team.
  • Develop field trips, bid-analysis and monthly narrative reports.
  • Ensure that all risk management controls, including bank guarantees, letters of credit, liquidated damages and lien waivers are implemented.
  • Document and control and digital archiving of records
  • Collect and file post fabrication, construction close out documentation and purchase order closeout items.
  • Continually develop new international suppliers that are geographically favorable to the customer’s job site location.
  • Lead supplier dispute negotiations professionally and equitably.
  • Provide costs and lead times of materials, equipment and service in support of project sales estimates.
  • Continuously improve upon personal skills – adopting continuous learning and skill development and seeking feedback
  • Expedite orders and track current orders to keep them on schedule.
  • Implement ideas for delivery improvement.
  • Develop a schedule for follow up of purchase orders to maintain on time delivery.
  • Participate on project teams to be aware of issues and communicate potential problems.
  • Negotiate pricing and delivery with selected suppliers.
  • Distribute report showing status of all orders.
  • Plan visits to verify progress, promote level of urgency and develop improvement activities.
  • Coordinate freight terms and actual freight movement as may be required
  • Coordinate inspections and follow up the Inspection Test Plan. Ensure manpower plan is implemented to maximum productivity and achieves targets
ESSENTIAL REQUIREMENTS
  • High school diploma with additional specialized/technical training or other college courses
  • 5 years’ experience in the field of industrial markets
  • Should have experience involving project management, engineering or purchasing
  • Should have knowledge in construction work practices and the workflow requirements related to these functions
  • Experience read and understand engineered drawings
  • Should have the ability to communicate to suppliers on a technical level
  • Must be fluent in English and Arabic language
  • Open to Saudi nationals and Arab nationals in Riyadh now with transferrable Iqama
COMPENSATION & BENEFITS

· Salary to be used as a guide only and will reflect experience levels and interview performance

· Salary up to 17k SAR per month total package
