A leading financial institution in Mexico City is seeking a Senior Manager for Governance and Policy Support. This role involves championing a customer-focused culture and leading the development of governance, policy, and strategy within the Corporate Security department. Candidates should possess 5-10 years of Banking or Security experience, fluency in both Spanish and English, and strong project management skills. The position offers a dynamic work environment with opportunities for growth and development.

Senior Manager, Governance and Policy Support
Purpose

Contributes to the overall success of the Corporate Security department ensuring specific individual goals, plans, and initiatives are executed / delivered in support of Strategic Services business strategies and objectives. Ensures all activities conducted comply with governing regulations, internal policies, and procedures.

Accountabilities
  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
  • Governance, Policy, and Strategy development for the department including but not limited to the following:
    • Leading, and overseeing the implementation and delivery of key Regulatory Compliance risk and control programs within the 1st line.
    • Facilitating the development and maintenance of Corporate Security policies, guidelines, and procedures, ensuring alignment within the Bank’s structure while ensuring compliance with the regulatory environment.
    • Conducting ongoing gap analysis of policies and procedures and supporting the remediation of any identified gaps to ensure compliance with Corporate Security’s Regulatory landscape and Operational Risk Framework.
    • Training and facilitating support as part of the change management cycle as required.
  • Compliance, Risk, and Internal Controls, including:
    • Primary / Global Internal Control representative on key risk and control programs (e.g., CRCA, RCSA, Scenario Analysis, departmental/country level quality assurance reviews, monitoring activities, Regulatory Relationship Management, Regulatory Change Management, Self-Identified Issues and Reporting, ensuring adherence to policies, procedures and methodologies).
    • Partnering with Audit and serving as liaison with 1st Line for audit issues tracking and closure.
    • Identifying control breakdowns, developing control remediation actions and working with stakeholders to ensure the necessary actions are implemented.
    • Leading and preparing reporting for Corporate Security Quarterly Regulatory Compliance Committee Meeting providing independent challenge and ensuring Senior Management Global Oversight in support of CFC Board reporting.
    • Ensure the provision of operational support to the Senior Leadership Team including the coordination of expense management oversight, reporting, and TPV support for Corporate Security globally.
  • Knowledge Management, Change Management and Communications:
    • Leading the communication strategy of the RCM function activities and global best practices, recommending changes to governance to achieve increased effectiveness while preventing and/or mitigating risk.
    • Continually building and sharing knowledge/acumen through effective and timely dissemination of key messages, in all aspects of the organization, the business, processes and communications and change management methodologies, best practices.
    • Acting as a subject matter expert and primary point of contact for inquiries about Governance, Strategy, Communications, department wide policies, procedures, standards, and best practices.
    • Assisting in the development of content, presentations, and messaging for CF Corporate events such as: Town Halls, Strategy Sessions, Conferences, Best of the Best.
  • Project Management
    • Develop and maintain the CF Project Management tracking to ensure RCM Pillars activities are socialized, adopted, and executed by Corporate Security teams ensuring high-quality standard, consistency, and timely completion within CFC/2AO timeframes.
    • Based on departmental objectives, define the scope of assignment projects in collaboration with senior management, and ensure that associated deliverables are completed within prescribed timeframes. Facilitate and provide guidance in the execution of deliverables, as required.
    • Develop and communicate meaningful recommendations and best practices to the various groups within CF and Senior Management.
    • Lead or participate in multi-cultural/cross-functional projects and support other strategic priorities, as assigned.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of their respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Qualifications
  • Bachelor’s degree in a related field or equivalent experience
  • Five to 10 years of Banking/Security experience; exposure to the areas of Governance & Policy, Project Management and Communications would be beneficial
  • Fluency in Spanish & English is required.
  • Certificate in Project Management would be an asset
  • Excellent oral and written communication skills
  • Strong collaboration skills and ability to effectively influence internal and external stakeholders
  • Practical, analytical, focused on results and efficiency and able to work independently to ensure solutions are imbedded in the ongoing business processes as required.
  • Expert knowledge of CF processes and methodologies
  • Advanced knowledge of MS Suite
Working Conditions

Work in a standard office-based environment; non-standard hours are a common occurrence.
