Job description

We are seeking an enthusiastic HR and Payroll Officer to join our dedicated, experienced and growing team of professionals as we embark on a journey of expansion.

This is a permanent post supporting the HR Team with all employment-related matters and ensuring the Charity and its people are operating within the confines of all relevant legislation and best practice. The post holder will support in providing an effective and efficient HR Service which also includes recruitment, compliance and fleet management.

Our facilities provide a state-of-the-art base within the grounds of Keele University, Staffordshire, with the option of informal homeworking arrangements (up to 2 days a week from home) after passing probation.

Duties and responsibilities
Main Duties

The post holder will also be responsible for payroll, pension and benefits, ensuring the timely and accurate administration of payroll for monthly pay runs. You will work closely with colleagues to maintain a smooth payroll process, ensuring compliance with relevant legislation and continuously improving our procedures for greater efficiency.

You will need to be highly motivated, efficient and organised and enjoy working as part of a team, whilst also being comfortable working independently. Accuracy and attention to detail is vital in this post.

HR:
  • Process new starters and leavers in accordance with relevant legislation and Charity policy.
  • Create new starter packs including offer letters, contract of employment, etc.
  • Conduct pre-employment checks including references, DBS and right to work checks.
  • Maintain accurate employee records, databases and systems.
  • Log and monitor annual leave and other types of absence.
  • Collect data and compile reports on various HR metrics.
  • Draft and issue general HR letters and documentation.
  • Ensure DBS checks are completed for all new starters and repeat checks for existing colleagues.
  • Support the induction and onboarding process for new employees.
  • Assist with recruitment across all departments, placing adverts, tracking applicants, arranging interviews, etc.
  • Monitor and respond to general queries in various in-boxes, telephone and face to face queries.
  • Fleet management for company cars, cash allowance and grey fleet.
  • Assist with disciplinary, grievance, performance and absence management processes.
  • Keep up to date with new and changing employment legislation.
  • Monitor and update company policies in accordance with changing legislation and best practice.
  • Any other ad hoc duties in relation to managing the employee lifecycle.
Payroll
  • Manage end-to-end monthly payroll for approximately 100 employees (and growing) accurately and on time, ensuring adherence to company policies and legal requirements.
  • Create and maintain monthly payroll file along with all associated documentation/information.
  • Reconcile inputs from HR and time and attendance systems and conduct pre and post-payroll checks.
  • Process starters, leavers and all other employee data changes.
  • Process statutory payments.
  • Create and manage SAGE HR user accounts and upload payslips.
  • Ensure compliance with HMRC, including year-end reporting (P11d, payrolled benefits and RTI submissions).
  • Manage and administer auto-enrolment pensions, monthly uploads and payments for pension contributions via Royal London.
  • Manage and administer HMRC/RTI information and payments.
  • Generate reports for payroll validation and analysis.
  • Maintain accurate records, both paper and electronic, ensuring data integrity.
  • Investigate payroll discrepancies and queries professionally, quickly and efficiently.
  • Continuously review and improve payroll procedures.
  • Keep up to date with new and changing legislation affecting payroll and statutory payments.
  • Any other ad hoc duties in relation to payroll and pension administration.
Person Specification
  • As a minimum, GCSE’s in English and Maths (or equivalent).
  • Entry level payroll qualification (or working towards).
  • Experience working with SAGE 50 payroll or similar payroll software.
  • Minimum of 2 years’ experience working in a HR/payroll setting.
  • Knowledge of relevant legislation affecting HR and payroll practices.
  • Excellent data entry skills with the ability to work to a high degree of accuracy.
  • Excellent written and verbal communication skills.
  • Excellent problem solving and negotiation skills.
  • Able to build strong relationships with all colleagues and stakeholders.
  • Excellent IT skills, fully proficient in the use of Microsoft Office packages.
  • Ability to multi-task, prioritise and work under pressure to tight deadlines.
  • CIPD qualification and membership.
  • Intermediate/advanced payroll qualifications.
  • Chartered Institute of Payroll Professionals membership.
  • Experience sourcing and implementing new HR systems.
  • Experience with recruitment, selection and pre-employment screening in line with safer recruitment processes, in particular CQC Regulation 19 requirements.
  • Experience with overseas recruitment, immigration requirements and sponsorship management.
  • Knowledge of DBS regulations.
  • Experience of working in the Third Sector.
  • Experience of working in ISO regulated organisations.
