Designation: Sheltered Housing Manager Position Number(s) : 2

Department: Housing and Regeneration

Employees directly supervised (if any) : Specialist Housing Officers

Job Purpose

To ensure the delivery of an enhanced housing management service which continually improves the quality of life of and satisfaction with services for older and vulnerable residents and maximises the opportunity to co‑ordinate and work with key partners and stakeholders.

Description of Duties
  • 2.1 Ensure through effective day to day management that the team delivers and continually improves a comprehensive enhanced housing management service to help residents maintain their tenancy and ensure they are able to access and receive a range of housing and support services.
  • 2.2 Build an effective team through leadership and personal example so that team members are fully engaged and delivering an excellent service.
  • 2.3 Ensure there is systematic monitoring and inspection of sheltered housing schemes to provide secure, clean and well maintained communal areas and services.
  • 2.4 Ensure that vacant properties are passed to and received back from repairs and let within required timescales and that there is efficient, prompt and appropriate resettlement of new customers to reduce the loss of revenue and improve satisfaction for new tenants in terms of access to local services, health & safety checks and knowledge of the schemes facilities.
  • 2.5 Ensure revenue loss is minimised through the team’s effective management of rent arrears and the maximisation of resident’s access to financial assistance by promoting and facilitating a wide range of financial inclusion.
  • 2.6 Ensure there is effective reporting and monitoring of household repairs for residents less able to do so and that the handy person scheme is effectively utilised to provide a more accessible and tailored service. Does it still exist?
  • 2.7 Ensure that there is the consistent facilitation and promotion of social activities within the schemes and co‑ordination of the use of communal lounges and guest rooms to enhance the quality of life for residents.
  • 2.8 Develop and ensure adherence to the service level agreement, systems, administration, policies and procedures relating to health, safety and welfare of residents and the management of schemes and services.
  • 2.9 Implement scheme based and co‑ordinated resident involvement so that residents can contribute to the development of strategies, policies and plans and resident satisfaction is continuously improved.
  • 2.10 Attend and service quarterly sheltered housing forums.
  • 2.11 Ensure there are effective day to day working relationships with the support and care service providers and other stakeholders including a seamless and appropriate response to emergencies.
  • 2.12 Deliver a service which promotes equality and diversity by giving equal and fair access and the identification and resolution of perceived or real inequalities.
  • 2.13 Lead and contribute to budget planning, control expenditure and deliver ways to improve value for money by reducing costs.
  • 2.14 Develop and maintain effective relationships with relevant stakeholders including the internal and external customers (tenants and leaseholders), colleagues, residents groups and community organisations.
  • 2.15 Regularly provide required data to evidence performance against key performance indicators. Supervise the performance and development of the enhanced housing management service by ensuring that your staff team members have clear objectives and targets, through regular reviews and appraisals in order to improve service delivery and customer satisfaction.
  • 2.16 Contribute to operational development and assist in the implementation of the business and service improvement plans for enhanced housing management to enable achievement of the corporate plan and targets and against which performance can be clearly measured.
Civil and Other Emergencies

3.1 To support the Council’s role in planning for and responding to civil and council emergencies using skills/expertise of the post holder and in accordance with council emergency procedures. To provide emergency contact details for the purposes of emergency and service continuity plans.

3.2 To ensure service continuity plans are in place for all the business units you manage that will enable them to deliver essential services following a business disruption and, where requested, ensure your service is prepared to respond to the needs of the community following an emergency.

I.T.

To use the Council’s office‑based and mobile IT services for the input, access and transmission of information using the appropriate level of information security and classification through the use of electronic mail, diaries, word‑processing, spreadsheets and databases as well as any specific job‑related applications as required to carry out the duties of the post.

Information Management

5.1 To ensure the Council’s data quality and information rights compliance by managing the administration of information, application systems, technology and staff so that the business unit complies with the Council’s Information Management related policies.

5.2 To ensure adequate guidance is available to business unit staff through the production and maintenance of documented procedures and processes supported by relevant training.

5.3 During audits, to be able to demonstrate compliance with policies by the production of satisfactory supporting evidence.

Health and Safety

7.1 To be fully familiar with the Council’s Safety Policy and Codes of Practice and guidance relating to their area of work and ensure that all duties and responsibilities are discharged in accordance with them.

7.2 To take reasonable care for his/her own health and safety and any other person(s) who may be affected by his/her acts or omissions at work in accordance with Health and Safety legislation.

7.3 To co‑operate with the Council in so far as it is necessary to enable it to comply with its duties under relevant Health and Safety legislation.

7.4 To be responsible for, under the direction of the Assistant Director, the risk assessment of officers’ health and safety within their service area whilst at work and any other person’s health and safety who may be affected by this undertaking for the purpose of identifying the measures they need to take to comply with the requirements and prohibitions imposed upon him/her by or under the relevant statutory provisions, regulations, approved code of practice and guidance.

Smartworking

Work under the council’s smartworking policy and timesheet to assist in providing value for money to clients.

Safeguarding of Children, Young people and Vulnerable Adults

9.1 To be aware of and work in accordance with the councils child protection policies and procedures in order to safeguard and promote the welfare of children and vulnerable adults and to raise any concerns relating to such procedures which may be noted during the course of duty.

9.2 You will be required to have a valid Enhanced DBS check and be re‑checked every 3 years as per council policy.

The above duties and responsibilities give a broad outline of the functions of the post. However by necessity, these duties must be approached in a flexible manner to accommodate the changing needs and demands of the service provided by LBHF The post holder will be expected to adapt to changing circumstances and therefore the duties may change. The post holder may also be asked to undertake other duties commensurate with his or her knowledge, skill and experience.

SELECTION CRITERIA
Qualifications

Educated to degree level or trained and qualified in supported housing, for example NVQ Level 4 or sufficient experience to demonstrate ability.

Knowledge & Experience
  • Significant experience of managing a team of Specialist Housing Officers, working with vulnerable customers.
  • Experience of working within a performance management framework and reporting on KPIs and outcomes.
  • Track record of success working in a customer facing service and dealing sensitively and effectively with customer issues, specifically with older and vulnerable customers.
  • Experience of dealing with safeguarding issues and managing robust systems to ensure alerts are dealt with efficiently and sensitively.
  • An understanding and knowledge of housing and other relevant legislation and regulatory framework within housing.
  • Knowledge of health and safety legislation and procedures, and an understanding of its practical application in the workplace and in relation to a customer centre and Scheme locations.
  • An understanding of and commitment to equalities legislation and the policies of H & F Council and able to apply it to working practices.
Management and Leadership

Able to attract, retain, motivate and coach team members.

Project Management

Able to plan and manage successful projects, manage risks, costs and time.

Skills and Abilities
  • Able to analyse and interpret data to plan resources effectively.
  • Able to use Microsoft office, Outlook, PowerPoint and Excel.
