Role Overview

The Volunteering Development Manager will be responsible for leading the implementation of a comprehensive volunteer strategy aligned with library goals and community needs, ensuring consistent best practice, digital transformation of volunteer management systems, and an inclusive, high‑quality experience to grow our network of around 700 volunteers. They will lead on the design and delivery of the volunteer journey, including recruitment, training, induction, performance, and support of volunteers, coaching and advising Supervisors to ensure consistency.

Responsibilities
  • Lead the implementation of a comprehensive volunteer strategy aligned with library goals and community needs.
  • Ensure consistent best practice across all volunteer activities.
  • Drive the digital transformation of volunteer management systems.
  • Design and deliver the volunteer journey, covering recruitment, training, induction, performance management, and ongoing support.
  • Coach and advise Supervisors to maintain consistency across all volunteer teams.
Qualifications
  • Proven experience delivering a volunteering strategy across a multi‑site or multi‑service organisation (ideally > 500 volunteers).
  • Experience implementing and/or managing a volunteer management system or leading digital process change.
  • Demonstrated ability to build consistent practice and culture across dispersed teams.

Libraries Unlimited is a charity running the 54 libraries across Devon and Torbay. We have around 700 volunteers (¼ under 18) and over 300 staff working across multiple locations. As Council England (ACE) National Portfolio Organisation (NPO), we are expanding our services to include high‑quality arts and cultural events and activities for our users.
