Technical Surveyor – Building Surveying & Management Services (Technical Services / Facilities & Environment – Thurrock Council)
Overview
The Technical Surveyor is responsible for delivering the full range of Technical Hard Services and Statutory Compliance activities across the Council’s property portfolio. This role ensures that buildings are safe, legally compliant, well‑maintained, and that all works delivered by the Council’s appointed contractors meet required standards, performance measures, and legislative obligations. This is a key role within the Technical Services Team, supporting the Council in fulfilling its duties under building safety regulations, corporate property strategies, and Best Value Performance Indicators.
Key Responsibilities
- Statutory Compliance
- Ensure all Council buildings meet statutory and regulatory requirements, including gas safety, electrical testing (EICR), fire safety systems and remedial works, asbestos compliance, legionella monitoring and water hygiene, lift maintenance and LOLER.
- Oversee and maintain accurate compliance documentation, certificates, and audit trails.
- Identify risks, non‑compliance issues, and escalated actions promptly.
- Delivery of Technical Hard Services
- Manage and monitor Hard FM services, including M&E systems, building fabric and key infrastructure.
- Conduct technical inspections, surveys and condition assessments across the property portfolio.
- Raise works orders, scope technical repairs, and ensure works are completed to specification and within agreed timescales.
- Support the planning and delivery of PPM (Planned Preventative Maintenance) programmes.
- Contractor and Supplier Management
- Work closely with external contractors delivering compliance testing, repairs and maintenance works.
- Monitor contractor performance against KPIs, SLAs, and contractual obligations.
- Validate completed works, ensuring quality, value for money and adherence to safety standards.
- Challenge underperformance and manage variations or escalation where required.
- Performance Monitoring and Reporting
- Contribute to the achievement of Best Value Performance Indicators and Directorate objectives.
- Maintain accurate records, asset data, job tracking and compliance logs using the Council’s systems.
- Prepare reports, updates and recommendations for managers and stakeholders.
- Support internal and external audits relating to building safety and compliance.
- General Duties
- Provide technical advice to colleagues, stakeholders and service users.
- Support emergency or urgent works where required.
- Promote a culture of safety, compliance and continuous improvement within the Technical Services Team.
- Ensure all activities follow Council policies, Health & Safety legislation and data protection requirements.
Person Specification
Essential Experience & Skills
- Experience within building surveying, technical services, property compliance or hard FM.
- Strong understanding of statutory building compliance (fire safety, asbestos, gas, electrical, legionella).
- Experience managing or working closely with contractors.
- Ability to undertake technical inspections, diagnose building issues and specify works.
- Knowledge of PPM planning and asset management.
- Strong organisational and reporting skills.
- Ability to work independently with minimal supervision.
Desirable
- Experience working within a local authority or housing/public sector environment.
- Data Protection Level 1 (as listed).
- Relevant surveying or building services qualification (HNC/HND, BTEC, CIOB, etc.).
- Knowledge of CAFM systems.
Role Details
- Employment Type: Temporary
- Hours: 37 per week
- IR35 Status: Inside
- Work Pattern: Hybrid – 2 days office (Grays, Essex), 3 days remote
- Pay: PAYE: £36.61/hr; Umbrella/Ltd: £48.05/hr
