We are currently seeking an experienced individual to join this team in the role of Senior Surveillance Lead – Framework & Standards.

Reporting and Leadership

Reporting into the Global Head of Surveillance Oversight, you will hold a Leadership role within the team and will be responsible for three disciplines across the Global Surveillance Team, these include: Framework and Standards, MARA and Global STOR/STR Filings.

Disciplinary Areas
  • Framework and Standards – responsible for ensuring that the Surveillance function maintains strong governance, effective controls, and a global consistency across key control gateways. The role holder will oversee and enhance the global Surveillance Framework, ensuring that quality assurance, training, metrics, and other critical oversight mechanisms are effectively implemented, and robustly maintained.
  • MARA – Accountable for the maintenance, and ongoing enhancement of the global MARA process which also includes trigger event reviews. Further develop the MARA framework to include inputs from the Tuning, Calibration and Data Management teams to enhance the Control effectiveness and Cross product assessment. Provide check and challenge to MARA Inherent and Residual risks outputs.
  • Global STOR/STR – Oversee the global filing protocols covering the decision‑making process, submissions, MI production and client reviews. This is a newly formed role and will require a global review of the filing processes across all countries, implementing a global framework and working with local stakeholders.
In this role, you will
  • Maintain and enhance the Global Surveillance Framework, ensuring consistency, effectiveness and adherence to industry best practices and regulatory expectations.
  • Oversee the governance of key control gateways, ensuring that processes, reporting, and escalation mechanisms are well‑defined and effectively implemented.
  • Oversee and provide Governance over the execution of the MARA process across all lines of business and regions.
  • Continuously review, update and enhance the MARA Framework and Standard document.
  • Collaborate with Regional leads during MARA process, ensuring the process is followed as per the framework and there is a global read across following completion.
  • Develop and Maintain a Global STOR Oversight team and Reporting process, ensuring global consistency where appropriate, accuracy of reporting, effectiveness and adherence to industry best practices and regulatory expectations.
  • Lead the Quality Assurance function, ensuring that surveillance alerts and escalations are reviewed against defined quality standards, with issues identified and remediated in a timely manner.
  • Define and maintain Surveillance Metrics & Management Information (MI) to provide senior management with actionable insights on Surveillance effectiveness, trends and areas requiring attention.
  • Own and maintain Global Surveillance procedures, ensuring they remain up to date, fit for purpose, and aligned with evolving regulatory requirements.
  • Lead a team of specialists dedicated to the above workstreams, ensuring that minimum global standards are consistently applied.
  • Collaborate with regional and functional Surveillance teams to ensure that oversight activities are effectively implemented across all regions and business lines.
Requirements
  • Extensive experience in a Surveillance function within a large financial institution, with a strong understanding of the MARA process, QA activities, Global regulatory expectations regarding filings, governance and frameworks.
  • Experience of executing a Global MARA process including reporting and presentation of outcomes to senior stakeholders.
  • Extensive knowledge of Global Market Abuse risks, specific behaviour types and how they can manifest and Surveillance controls.
  • Experience in designing and delivering Quality Assurance, training and development programmes for surveillance professionals and MI production.
  • A proactive and detail‑oriented mindset, ensuring that surveillance processes and controls remain robust and effective.
  • Remains up to date on latest industry developments (e.g. technology, regulatory); enables teams to incorporate improvements to drive towards operational excellence.
  • Proven ability to build an inspiring vision, create a positive environment by empowering others. Identify the strengths and abilities of employees and help oversee processes, guide initiatives and steer employees to achieve goals.

The base location for this role is London – Hybrid working.
